REV: 12-20-23 VR <br />Based on comments from staff, Consultant will prepare a Screencheck Draft Precise Plan <br />with additional images, diagrams, and figures. City staff will provide a consolidated set of <br />comments on the Screencheck Draft Plan. <br />Task 6.3: Public Draft Precise Plan <br />Consultant will prepare a Public Draft of the Precise Plan based on minor, editorial, and <br />formatting comments provided by City staff’s review of the Screencheck Draft. This will <br />be the version that will be presented to the public at the final public meetings, and then to <br />the City Council and Planning Commission during the public hearing process. Public <br />comments will be compiled into a matrix by City staff and staff will provide clear direction <br />on how to implement specific changes. <br />Task 6.4: Final Precise Plan <br />Following the adoption hearings (which are budgeted under Task 2.3), Consultant will <br />prepare a Final Precise Plan. It is assumed that only minor changes will be required at <br />this point and no new analyses or major revisions to chapters will be needed. <br />Task 6 Deliverables: <br />Admin Draft Precise Plan <br />Screencheck Draft Precise Plan <br />Public Draft Precise Plan <br />Final Precise Plan <br />Task 7 Economic Analysis <br />Task 7.1: Community Benefits Economic Evaluation <br />Strategic Economics will complete an economic evaluation of the community benefits <br />package proposed by the applicant. The approach will be like Strategic Economics’ <br />ongoing work for the City of Redwood City to evaluate the gatekeeper projects in the <br />Downtown Precise Plan Area. Strategic Economics will evaluate the assumptions in the <br />project applicant’s development proposal and quantify the approximate value of the <br />proposed community benefits. The approach for evaluating each element of the <br />community benefits proposal will vary as appropriate. Examples include: <br />Off-site affordable housing contributions: Valuation may be based on multiple <br />approaches to reflect the range of beneficiaries, with comparison against <br />Commercial Linkage Fee obligations of the applicant. Any off-site affordable <br />housing contributions can be assessed based on the direct financial contribution, <br />outside funding sources leveraged, relative number of affordable housing units <br />produced compared to equivalent linkage fee contributions, and total cost savings <br />to Redwood City residents occupying the affordable housing units. <br />Transportation improvements: The applicant’s valuation will be vetted by Hexagon <br />via consultation with City Public Works staff. <br />Parks and open space improvements: The applicant’s valuation will be reviewed <br />by Strategic Economics considering the value of the land and the required Quimby <br />(or other) dedications. <br />ATTY/AGR.2023.318/Raimi + Associates (Redwood Life Precise Plan) (Page 24 of 45)
