REV: 12-20-23 VR <br />to establish the future circulation and open spaces pattern within the project <br />area. <br />o Block circulation, building setbacks, and massing coverage will establish <br />site design standards for future development. <br />o Building design standards and guidelines will further articulate the massing, <br />ground floor design, and parking facility design. <br />o New standards and guidance for a hierarchy of parks and open space <br />appropriate to the Redwood Life site. <br />o HT Harvey will provide standards relating to urban ecology, tree planting, <br />and habitat preservation/conservation. <br />Circulation: Hexagon will work in collaboration with Consultant to draft the Precise <br />Plan elements related to transportation and circulation network. Consultant will <br />define the multimodal street network and/or block standards and develop street <br />cross sections to correspond with this circulation network. Hexagon will also create <br />a comprehensive parking and congestion strategy, including transportation <br />demand management policies. This will be used to update transportation section <br />of the Precise Plan with new information on the roadway network, transportation <br />improvements/mitigations, and TDM/parking standards based on the analysis of <br />capacity and changes needed to accommodate the recommended maximum <br />buildout. <br />Capital Improvements: In addition to the multimodal transportation network, the <br />Precise Plan will include recommended capital improvements for wet utilities. <br />Under Task 8.5, Schaaf & Wheeler will prepare a Utility Impact Study related to <br />the City’s water, sewer, and storm utility infrastructure. The study is intended to <br />provide adequate information for the Precise Plan to inform the capital <br />improvements included in the final Precise Plan. The effort for this task is included <br />under that Task 8.5, and not here. No separate report will be prepared for the <br />Precise Plan - content will be drawn from other reports prepared by S+W. <br />Community Benefits Framework: Strategic Economics will prepare the final <br />community benefits approach for the Precise Plan. This may include identifying a <br />clear methodology and framework for the provision of community benefits in <br />exchange for desired development capacity. This may also include a priority list of <br />community desired benefits, guidance on how to determine the relative value of <br />proposed benefits, and a potential community benefits fee that could be charged <br />to projects by square foot. SE will outline strategies to address the need for <br />expanded public facilities and services including police, fire, schools, parks, <br />libraries, and cultural facilities. <br />Economic Development and Implementation: Strategic Economics will prepare <br />content for the Precise Plan document covering economic development policies <br />and contributions to the implementation chapter. Implementation chapter <br />contributions will include recommended funding and financing sources and <br />strategies for constructing infrastructure necessary to support land uses and <br />improvements identified in the Precise Plan. <br />City staff will provide a consolidated set of comments on the Administrative Draft Plan. <br />Task 6.2: Screencheck Draft Precise Plan <br />ATTY/AGR.2023.318/Raimi + Associates (Redwood Life Precise Plan) (Page 23 of 45)
