REV: 12-20-23 VR <br />Task 8.3: Administrative Draft EIR <br />DJP&A will prepare an EIR consistent with the requirements of the CEQA and the City of <br />Redwood City. The EIR will include an introduction, summary, project description <br />(prepared under Task 4.1), environmental setting, discussion of environmental impacts, <br />and mitigation measures to reduce significant impacts. A discussion of the project’s <br />consistency with applicable plans and policies will be included with particular attention <br />given to inconsistencies, if any are identified. This scope assumes the EIR will evaluate <br />up to two project scenarios throughout the document. Based on a review of the project <br />area (which includes biological resources and existing residents proximate to the site) <br />and description of the applicant proposed project, DJP&A will utilize the applicant <br />prepared technical reports, peer reviews, and preliminary technical reports described <br />under Task 4.3 and the following technical reports to support the conclusions of the Draft <br />EIR: <br />Air Quality and Greenhouse Gas (GHG) Assessment: An Air Quality and GHG <br />Assessment will be completed in accordance with the Bay Area Air Quality <br />Management District (BAAQMD) CEQA Air Quality Guidelines by Illingworth & <br />Rodkin, Inc., under contract to DJP&A. The assessment will evaluate the criteria <br />air pollutant emissions from construction and operational activities, health risk <br />impacts from construction activities and any stationary sources, cumulative health <br />risk, and GHG impacts of the project scenarios. This scope assumes the project <br />and project alternative would have a maximum of four phases of development. <br />Biological Resources Report: A Biological Resources report will be completed by <br />H.T. Harvey & Associates, under contract to DJP&A. The report will describe the <br />existing biological conditions and project impacts (including impacts to sensitive <br />habitats and special status species). <br />Hazards and Hazardous Materials Technical Memorandum: The EIR will evaluate <br />the project and project alternative hazards and hazardous materials impacts based <br />on the aforementioned Phase I and Phase I peer review and Technical <br />Memorandum provided by the applicant describing and documenting the <br />regulations, controls, and measures in place to prevent impacts from the <br />transportation, use, generation, and/or storage of hazardous materials by the <br />proposed uses (e.g., biosafety level 3 laboratories). <br />Noise and Vibration Assessment: A Noise and Vibration Assessment will be <br />completed by Illingworth & Rodkin, Inc., under contract to DJP&A. The assessment <br />will evaluate the project’s and project alternative’s operational noise levels, <br />construction noise levels, and construction vibration levels. <br />Water Supply Assessment: Per Senate Bill 610, the project and project alternative <br />would be required to prepare a water supply assessment. This scope of work <br />assumes the water supply assessment will be prepared by the City and provided <br />to DJP&A. <br />Transportation Impact Analysis: See Task 8.4. A Transportation Analysis will be <br />completed by Hexagon Transportation Consultants, under contract to Consultant. <br />The analysis will describe the existing transportation network (e.g., pedestrian, <br />bicycle, transit) in the project area, identify potential impacts on the transportation <br />network, and evaluate vehicle miles traveled (VMT) impacts. <br />ATTY/AGR.2023.318/Raimi + Associates (Redwood Life Precise Plan) (Page 27 of 45)
