REV: 12-20-23 SK <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Transportation Management Association (TMA) Consultation <br />Consultant will assist the City to study, design, and implement one or more TMAs to help support the <br />City’s transportation goals. This work will be carried out in three (3) phases: <br />1. Phase 1: Research & Community Outreach <br />1.1. Consultant will review baseline data and information for the project including but not limited to: <br />1.1.1.City plans and goals for Transportation Demand Management (TDM) and connections to <br />County, State, and Federal level initiatives, with specific focus on potential TDM and TMA <br />collaboration with the Cities of San Carlos and Belmont: <br />1.1.2.Census and demographic data including commercial square footage by type, number of <br />businesses, other data points on the residential and employer communities: <br />1.1.3.Impact on transportation of major development projects under construction and in the <br />development pipeline: <br />1.1.4.The City’s TDM program outputs, updates, and TDM Annual Reports: <br />1.1.5.Transit ridership trends in the City, e.g., Caltrain and SamTrans: <br />1.1.6.Previously identified transportation access gaps or under-served populations/areas. <br />1.2. Consultant will use the above information to identify areas and population segments for an <br />Outreach Campaign, focusing on both likely stakeholders for the business community as well as <br />neighborhoods that represent the full spectrum of Redwood City’s population including seniors, <br />students, and residents near major intersections. Consultant will develop an Outreach Plan <br />including communications and survey materials. Consultant will conduct up to 15 outreach <br />events, approximately 10 in person and 5 virtual. These events may take the following forms: <br />1.2.1.Public meetings for each neighborhood, including but not limited to Downtown and <br />Redwood Shores: <br />1.2.2.Meetings with businesses, employers, and employees: <br />1.2.3.Meetings and interviews with specific population segments such as seniors and <br />educators/students. <br />1.3. Consultant will cover the following questions during the Outreach (full questionnaire to be <br />developed in consultation with the City): <br />1.3.1.How can your travel experience within and beyond the City be improved? <br />1.3.1.1. In terms of connectivity between modes? <br />1.3.1.2. In terms of first/last mile? <br />1.3.1.3. In terms of safety? Accessibility? <br />1.3.2.What travel types do you use/would you like to use? What are the economic considerations <br />driving your travel decisions? <br />1.3.3.What are some barriers to improving transportation in the City? <br />2. Phase 2: TMA Framework Recommendation <br />2.1. Consultant will synthesize findings from Research in Phase 1 into a matrix of TMAs in the SF Bay <br />Area highlighting best practices in: <br />2.1.1.Program offerings: <br />2.1.2.Budget and financial practices: <br />2.1.3.Operational structures. <br />ATTY/AGR.2023.299/Altrans TMA, Inc.
