REV: 12-20-23 SK <br />2.2. Consultant will synthesize findings from Outreach in Phase 1 into a comprehensive list of specific <br />TMA programs and services in which the community has indicated interest. <br />2.3. Consultant will compile the information from 2.1 and 2.2 into specific TMA recommendations to <br />the City, including: <br />2.3.1.Potential collaboration opportunities with other TMAs and neighboring Cities: <br />2.3.2.Programs for a quick-launch TMA: <br />2.3.3.Menu of possible programs and services to be phased in over time, rationale for phasing <br />decisions, and implementation requirements. <br />2.3.4.Start-up and ongoing funding needs as well as program evaluation metrics for 2.3.2 and <br />2.3.3. <br />3. Phase 3: TMA Implementation <br />3.1. Consultant will draft a quick-launch TMA implementation plan following City and stakeholder <br />feedback from Phase 2. The plan will identify programs, funding sources, budgets, marketing, <br />operational needs, and will include TMA formation timeline and costs for activities such as: <br />3.1.1.Board of Directors formation, including names/affiliations of initial and potential Board <br />members and their relevant qualifications: <br />3.1.2.Creating governing documents, e.g. Bylaws, Mission Statement, Articles of Incorporation & <br />filing: <br />3.1.3.Creating policies and procedures, including financial assessments: <br />3.1.4.Initial programming: program design, staffing, and evaluation metrics. <br />DELIVERABLES <br />For Phase 1: <br />Outreach plan summarizing target stakeholders, communication methods, meeting agendas and <br />minutes: <br />Written report of outreach and research findings: <br />Presentation of findings for City feedback: <br />Up to 3 meetings with City staff. <br />For Phase 2: <br />Written report of findings including Bay Area TMA best practices matrix, quick-launch TMA <br />recommendation, and menu of possible programs with cost and other considerations: <br />Presentation of findings for City feedback: <br />Presentation of findings for stakeholder feedback. <br />For Phase 3: <br />Written reporting including quick-launch implementation plan: <br />Final presentation of findings to City. <br />SCHEDULE <br />Consultant shall begin work on the above scope of services upon receipt of signed authorization to <br />proceed, with an estimated 24-28 weeks for full completion. Phase 1 is expected to last 16-20 weeks, <br />Phase 2 lasting 5-6 weeks, and Phase 3 lasting 6-8 weeks.
