REV: 01-17-24 MI <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />1.Consultant shall furnish all labor, materials, tools, equipment, and incidentals <br />necessary to clean pipeline, inspect manholes and pipelines, and provide a closed- <br />circuit television inspection in digital format of the inspected pipelines. The word <br />"clean" is defined as the removal of all accumulations including sludge, dirt, sand, <br />rocks, grease, roots, and other solid or semisolid material in the pipe and manhole. <br />2.Consultant shall be solely responsible for traffic control. At a minimum, placement of <br />adequate pre-warning and detour signs to control vehicular and pedestrian traffic <br />shall be required. Consultant may request City approval for night work on certain <br />arterial or commercial district streets, if necessary. Additional compensation for night <br />work will not be paid by the City. <br />3.If entry to confined spaces is necessary, the Consultant shall follow all appropriate <br />local, state, and federal laws pertaining to confined space entries. Sanitary sewer <br />manholes are considered confined spaces. Specific attention is directed also to <br />OSHA safety rules, regulations, and precautions to be taken by the Consultant <br />before entering sanitary sewer manholes, and other structures with respect to <br />physical and chemical hazards that may be present. <br />4.Consultant shall supply all pertinent licenses, permits, and fees necessary to perform <br />the work under this Agreement. <br />5.Consultant shall perform pipeline cleanings within seventy-two (72) hours <br />immediately prior to CCTV inspection. Consultant shall protect the manholes to <br />withstand forces generated by equipment, water, and air pressure. Consultant shall <br />clean pipelines of any obstruction and debris including roots in accordance with the <br />"Standard Specifications for Public Works Construction (Green book)", latest edition. <br />6.Consultant shall perform a minimum of two (2) passes using the high-velocity <br />hydraulic cleaning method. Consultant shall clean each line until they are ready for <br />closed circuit television inspection that is acceptable to City. No additional <br />compensation will be made to the Consultant for performing three or more passes in <br />cleaning the pipeline. If a video and/or the capture images provided by Consultant <br />do not clearly show the pipe conditions due to inadequate cleaning or are of such <br />poor quality that City staff is unable to evaluate the condition of the pipeline or locate <br />service connections, the Consultant shall re-televise that section of the pipe at <br />Consultant’s expense. <br />7.All water used in conjunction with the project improvements shall be metered and <br />ATTY/AGR.2024.007/APS Environmental, Inc.
