RESOLUTION NO. 16196 <br />A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE'CITY <br />OF REDWOOD CITY TO ESTABLISH A PEDESTRIAN MALL ON <br />BROADWAY BETWEEN JEFFERSON AVENUE AND MAIN STREET <br />WHEREAS, pursuant to Vehicle Code section 21101(e), the City of Redwood City <br />(City) temporarily closed segments of Broadway on the 2000 block and on Redwood <br />Creek, to allow for outdoor dining during the COVID-19 pandemic as shown on the <br />attached Exhibit A; and <br />WHEREAS, the City found that the temporary closure of these streets has added <br />to the vitality and vibrancy of Downtown Redwood City; and <br />WHEREAS, the City wishes to retain these street closures and pedestrian zones <br />beyond the end of COVID-19 pandemic; and <br />WHEREAS, the City declares its intention to establish a pedestrian mall on <br />segments of the 2000 block of Broadway and Redwood Creek. The pedestrian mall will <br />be located on three street segments. One segment between Redwood Creek and Main <br />Street and the other segment between Redwood Creek and Jefferson Avenue and the <br />third on Redwood Creek between the Main Stret parking lot and the Marshall Garage, as <br />shown on Exhibit B; and <br />WHEREAS, the Pedestrian Mall Law of 1960 (Streets and Highways Code Section <br />11000 et. seq.) authorizes municipalities to close one or more city streets, or portions <br />thereof, on which vehicular traffic is or is to be restricted in whole or in part and which is <br />or is to be used exclusively or primarily for pedestrian travel; and <br />WHEREAS, the City wishes to prohibit vehicular traffic on the proposed pedestrian <br />malls except for emergency and utility maintenance vehicles which shall be allowed <br />access at all hours, and trash vehicles during limited hours; and <br />WHEREAS, the City will make improvements to the proposed pedestrian malls in <br />the form of installing planters, bollards, and/or gates to limit vehicular access and <br />restriping the roadway which will be financed by the City; and <br />WHEREAS, the City does not intend to form an assessment district at this time to <br />pay for the proposed improvements but may consider the formation of such an <br />assessment district in the future to pay for additional improvements that may be <br />contemplated at a later date; and <br />WHEREAS, the City will hold a duly noticed public hearing on April 15, 2024 to <br />hear protests and objections to the establishment of the proposed pedestrian malls and <br />to review any claims of damages from those holding any legal or equitable interest in any <br />ATTY/RESO.0118/CC RESO NOTICE OF INTENT BROADWAY CLOSURE <br />REV: 12-21-23 VR <br />Page 1 of 3 <br />
