REV: 06-06-24 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will take on all applicable and required Labor Compliance monitoring and reporting <br />responsibilities on each assigned project to relieve the City’s workload. Consultant will be <br />utilizing Microsoft Office programs such as Access, Excel, Word, PDF, Outlook, and PowerPoint <br />for filing, preparing reports and presentations, scheduling appointments, milestone dates, and <br />meetings, and tracking project-specific goals such as local work hours, apprentice hours, and <br />when applicable, Section 3 Worker and Targeted Worker hours. <br />Below are the detailed monitoring and reporting tasks to be performed under each <br />phase/milestone of a project. <br />Task 1. Pre-Construction <br />Before each bid advertisement, the Consultant will obtain the most current and applicable <br />wage decision information and provide this, in a timely manner, to all prospective contractors <br />and subcontractors. Thereafter, the Consultant shall immediately inform the contractors and <br />their subcontractors of any changes or developments regarding issues of labor compliance, <br />relevant to their contract performance. <br />Before the release of bid documents to contractors and subcontractors, the Consultant will <br />review and update, as necessary, the bid documents to ensure compliance with the <br />applicable labor standards. <br />Consultant will assist the City with preparing the applicable project award documents to be <br />submitted to the Office of Federal Contract Compliance Program (OFCCP). <br />Consultant will verify that the contractors are state-licensed and bonded, maintain <br />applicable workers’ compensation, and do not appear on the list of parties excluded from <br />federal procurement or non-procurement programs. <br />During the bid evaluation phase, Consultant will ensure that the contractors are considered <br />responsive before advising the award of a contract and scheduling a pre-construction <br />meeting. Ahead of the pre-construction meeting, Consultant will prepare the agency report <br />of contract award and the notice of contract award forms. <br />During the preconstruction meeting, Consultant will highlight any important labor standards <br />requirements and disclose any changes or amendments to the requirements. Consultant <br />will assist the contractors with the pre-construction compliance forms and ensure that the <br />compliance forms reflect a satisfactory level of information. <br />Consultant will verify that each contractor obtains the required onsite federal and state <br />employee posters. <br />ATTY/AGR.2024.078/Michael Baker (Labor Compliance) (Page 11 of 15)
