REV: 06-06-24 VR <br />Deliverables: Notice of Contract Award, applicable Federal and State prevailing wage decisions, Section <br />3 Declaration and Commitment Report, and Compliance Welcome Packages. <br />Task 2. Construction <br />Certified Payroll Reporting – Consultant will collect and review weekly payrolls from each <br />contractor on the project, this will include all lower-tier subcontractors. Consultant will ensure that <br />payrolls have been properly completed and reflect correct information such as <br />trade/classification and group/period number, appropriate wage rates, fringes, and deductions. <br />The Consultant will promptly review the Certified Payroll Reports (CPRs), as received, and <br />notify the prime contractor of any deficiencies in wages, overtime compensation, <br />incomplete or inaccurate CPRs, and/or incomplete or inaccurate Statements of Compliance. <br />Should wage restitution be required, the Consultant will oversee the wage restitution. <br />Department of Industrial Relations eCPR - Consultant will also collect the Department of Industrial <br />Relations eCPR confirmation to ensure payroll information is submitted to the State. <br />Apprenticeship - Consultant will ensure that all contractors are employing and working with <br />apprentices in ratios that conform to the apprenticeship regulations. For each apprentice <br />reported on payroll, documentation will be obtained to prove apprentices and trainees are <br />registered with an approved apprenticeship program and hold current status throughout the <br />construction phase of project. <br />Monthly Payroll and Section 3 Performance Reports – Consultant will monitor and track payroll <br />hours and Section 3 Worker and Targeted Worker hours for each contractor. These reports will <br />also provide a breakdown of labor hours and Section 3 performance as Project-wide by month and <br />as cumulative. <br />Section 3 Commitment and Outreach Efforts Plans – Consultant will work with each contractor <br />to complete their Section 3 Commitment and Outreach Efforts Plans. Consultant will provide <br />training sessions of the new Section 3 Rule to the less-experienced contractors so that they <br />understand and properly follow reporting requirements. <br />Section 3 Worker and Targeted Worker Certifications – Consultant will collect and verify Section <br />3 Worker and Targeted Worker certifications from each contractor. Consultant will monitor <br />each contractor’s performance according to their Commitment and Outreach Plans. <br />Site Visits – Consultant will conduct onsite craftworker interviews to verify that craftworkers are <br />being paid the appropriate wage rate and fringes for their trade/classification and scope of work <br />performed onsite. Consultant will conduct follow-up interviews with the same craftworkers to <br />confirm that the appropriate wages/fringes are continued to be paid to the craftworkers.
