REV: 06-06-24 VR <br />required employee rights posters, jobsite notices, and prevailing wage rates will be checked at each <br />site visit, and Consultant will take photos and file into the Project Compliance files. <br />Status Report – Consultant will provide a monthly Labor Compliance Status Report that will <br />outline each contractor’s compliance status with the project. The report will contain a <br />detailed description of contractors’ delinquencies, discrepancies (suspected violation), clearance <br />of issues and recommendations for payment withholding for outstanding <br />discrepancies/delinquencies. Payment withholds will be recommended when a contractor <br />fails to respond and submit documents in a timely manner. Consultant may participate in progress <br />meetings at the request of the City. <br />Consultant will provide the final Labor Compliance Report to the City to confirm when all <br />contractors have properly closed out their compliance requirements with the project. <br />Additional Reports – Consultant will prepare the Semi-Annual and Annual HUD reports on behalf <br />of the City. <br />Contractor Compliance Files – Each contractor file will contain the required federal and state <br />compliance documents triggered by the project funding, certified payrolls, and all other <br />compliance related reports. All documentation provided by Consultant for the purpose of Labor <br />Compliance reporting to the City will be concise and organized in a manner that will be easily <br />understood. All files related to the assigned project will be organized and ready to submit at the <br />request from the City. For each contractor, Labor Compliance files for will generally be organized <br />as follows: <br />I.First-Time One-Time Documents (before first day of work) <br />II.During Construction Documents – weekly, monthly, and (if applicable) quarterly <br />III.Close-Out Labor Compliance Documents – with final Project Section 3 Performance and <br />Qualitative Outreach Efforts reports <br />Deliverables: Project Compliance Files – originals and electronic copies, contractor files, HUD reports, <br />Section 3 Reporting, Craftworker Interview forms, and Labor Compliance Status Reports. <br />Task 3. Post-Construction <br />Once the construction has been completed, Consultant will work with contractors to properly <br />close-out their out their Labor Compliance requirements with the project. If any issues arise during <br />the time of compliance close-out, Consultant will notify the City. Consultant will work with <br />contractors to remedy issues and assist contractors to submit their final compliance documents in <br />a timely manner. <br />Consultant will confirm with the City when the Labor Compliance requirements have been <br />satisfied and work with City in support of retention payment to the contractor. <br />ATTY/AGR.2024.078/Michael Baker (Labor Compliance) (Page 13 of 15)
