<br />Administration of the Pay Plan (Oontinued) <br /> <br />tully qualified, experienced, and ordinarily <br />conscientious employee should be paid after a <br />reasonable period of service. An employee who <br />has proven himself fully satisfactory in a given <br />classification for a period of one year or <br />longer after the completion of his probationary <br />period should be eligible for this step upon <br />recommendation of the department head and ap- <br />proval by the City Manager. <br /> <br />(d) The fourth step of the range 1s to be <br />awarded only in the case of work which is <br />above the average for the classification. An <br />eD~loyee would be granted this step only in <br />the event his services in Q given classifica- <br />tion have clearly demonstrated that the quality <br />or his work is above average.. The step should <br />be granted only after the employee has served <br />a minimum or one year at the third step and <br />upon a convincing demonstration by the depart- <br />ment head that the employee's work is above <br />average and upon approval ot the City Manager <br />and of the Personnel Board. <br /> <br />(e) The fifth step is intended as a reward for <br />outstanding performance. An employee should <br />be eligible for consideration for adjustment to ~ <br />this step only after serving a min~ of one <br />year at the fourth step and upon convincing <br />demonstration by his department head that his <br />work during that period has been outstanding, <br />and upon approval by the City Manager and bY' <br />the Personllel Board. <br /> <br />(t) Any salary increases for department heads <br />shall be effective only on approval by the <br />COUI1C11 after City Manager and Personnel Board <br />ra commendat 1011 0 <br /> <br />60 Salaries established in this resolution shall be <br />effective as ot July 1, 1952, and shall continue in effect <br />until changed by l'tesolutionQ <br /> <br />~::;. * *' * * <br /> <br />.... 4 "'" <br />
