City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
Both ELS and Gilbane have been supportive in addressing construction delays, adjusting their roles as
necessary to manage these delays. However, as discussed earlier, these adjustments have led to increased
costs in their respective domains, resulting in the request for approval of amendments to their
agreements.
Given the importance of the Veterans Memorial Building/Senior Center to the community, it is critical to
maintain the quality and integrity of the project, even in the face of these delays. Therefore, it is
recommended that the City Council approve the proposed increases to ELS Architecture and Urban
Design’s administrative fees and Gilbane’s project management fees to ensure the successful completion
of the project.
EQUITY IMPACT STATEMENT
Equity and/or inclusion was considered during Project development by engaging with relevant Redwood
City communities through public meetings, surveys, and other means, with a focus on communities
traditionally least likely to be heard in civic processes.
FISCAL IMPACT
The attached resolution, if approved by the City Council, will appropriate $1,058,095 in unallocated FY
2024-25 General Fund fund balance for the proposed amendments.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
1. Approve Gilbane’s Amendment for project management services, but not ELS’s for construction
administration
6.G. - Page 5 of 19
70
