Code Enforcement staff preserve and maintain the quality of neighborhoods and businesses <br />through enforcement of the municipal code. The Fire Department oversees fire inspection and fire safety. <br />The City uses consulting firm staff to increase capacity, meet workload volume, and support faster <br />customer response times and service. Specifically, the City seeks to contract firms with the following <br />credentials: <br /> <br />International Code Council (ICC) Certified Plans Examiner <br />ICC Certified Residential Inspector <br />ICC Certified Commercial Inspector <br />ICC Certified Mechanical, Electrical, and Plumbing (MEP) Inspector <br />California State energy efficiency and accessibility standards <br />Licensed Engineers <br />California Association of Code Enforcement Officers (CACEO) <br />National Environmental Health Association (NEHA) <br /> <br />The City issued a request for proposals on March 20, 2023, for a competitive solicitation to identify the <br />best-suited firms to provide expertise on building inspection and plan review. Ten proposals were received <br />from the following firms: <br />4LEAF Shums Coda Associates <br />TRB+ Associates Willdan Engineering <br />West Coast Code Consultants Interwest Consulting <br />True North Compliance Services CSG Consultants <br />Bureau Veritas BPR Consulting Group <br />In May 2023, staff reviewed the submitted proposals and determined that West Coast Code Consultants <br />(WC3), True North Compliance Services (True North), and TRB and Associates (TRB) satisfactorily met the <br />RFP requirements. Final decisions were based on proposal review only, and no interviews were <br />conducted.
