US 101/Woodside Interchange Improvement Project Page 12 <br />Figure 5 – Example Cost Report by Phase <br />2) GRANT AND FUNDING REPORTING <br />The Funding Implementation Task Manager will manage funding agreements and requirements with <br />funding agencies, including the SMCTA Measure A/W Highway Program, STIP grants, and future <br />grants. Tracking of expenditures and preparation of reimbursements will be coordinated with the <br />Project Controls Manager to ensure there is reconciliation to the RWC’s financial management <br />system. Progress reports will be prepared in accordance with the requirements of the funding <br />agreements. <br /> <br />C. SCHEDULE CONTROL <br />1. The approved baseline milestone schedule will contain ESC requested milestones, such as Full- <br />Funding Achieved, ROW Certification, Ready to List, Begin Construction, End Construction, and <br />Project Closeout. <br />2. The Project Summary Schedule will be developed and maintained by the Consultant PM and <br />support staff. <br />3. If a change in the ESC milestones is required, the Consultant PM will seek approval from the <br />PLT prior to requesting ESC approval. <br /> <br />D. QUALITY CONTROL & ASSURANCE <br />Quality Control and Quality Assurance (QCQA) Plan for the Project shall be in accordance with Caltrans <br />policy and procedural guidance regardless of which entity performs the work, Caltrans staff or <br />consultant staff, provided it does not conflict with Quality Control Plans in place at the consulting firms <br />contracted for this work. The QCQA Plan was developed prior to the PS&E phase and will be reviewed by <br />the consultant PM with the PLT to determine if any modifications are required. <br /> <br />Caltrans may QA the RWC consultant products. QA reviews shall be performed in a prompt, <br />professional manner to assure that: <br />1) All work and products delivered or incorporated into the project conform to current State <br />standards; and <br />2) quality products are delivered in accordance with the approved QCQA Plan. <br /> <br />VII. ISSUE RESOLUTION <br />It is the intent of the Project Sponsors to resolve issues at the lowest level possible. However, certain <br />issues may need to be elevated when matters of schedule, scope, or cost are at risk. <br /> <br />First Level of Review and Resolution: PMT <br />Many of the issues that arise during the development of a project can be resolved by the PMT (e.g., <br />issues that do not impact the scope, cost, or schedule of the project). Task Manager(s) in charge of <br />any affected work shall bring the issue(s) to the PMT as soon as possible. The PMT will review the
