If the PMT either does not have sufficient authority <br />to resolve the issue or is unable to reach a consensus, then the PMT will elevate the issue to the PLT <br />within six (6) working days of the meeting where the issue was heard. Elevation of an issue will <br />include the materials necessary for presentation to the PLT and an agreed upon written description <br />of the differing perspectives on the issue. If any issues require more than six (6) working days to <br />fully investigate, this information will be communicated to the PLT by the PMT via email, unless a <br />meeting can be held shortly after the six days are reached. <br /> <br />Second Level of Review and Resolution: PLT <br />The second level is the responsibility of the PLT. When an issue has been elevated to the PLT, each <br />representative will review the documentation presenting the issue, the options for resolution, the <br />pros and cons to each option, and any advocate's reasons in support of specific options. Provided <br />the resolution falls within their responsibility and available contingencies which they oversee, the <br />PLT will determine the outcome. If they either do not have sufficient authority to resolve the issue <br />or are unable to agree, then they will elevate the issue to the ESC after a maximum of two meetings <br />(an initial meeting to hear the issue, and, if necessary, a second meeting within two weeks to hear <br />any additional information requested during the first meeting). <br /> <br />Third Level Review and Resolution: ESC <br />The third level of review is the responsibility of the ESC. When an issue has been elevated to this <br />group, each executive will review the documentation presenting the issue, the options for <br />resolution, the pros and cons to each option, and the advocate's reasons in support of specific <br />options. The RWC City Manager will ensure coordination of meetings with other ESC member <br />representatives as necessary. Provided the resolution falls within the authority granted to the four <br />executives, they will determine the outcome. If the issue cannot be fully resolved without approval <br />from RWC, SMCTA, and C/CAG Boards, and/or Caltrans Headquarters, the executives will direct the <br />preparation of agenda items for any required action needed to ratify their agreed upon solution. <br /> <br />Attachments List: <br />A.
