3

System (TIMS)1. The expected reducon in fatalies and injuries were then esmated
using an interchange design crash modificaon factor (CMF) of 0.96 from the CMF
clearinghouse, with results indicang that the Project will reduce 2 fatalies and 42
injury events over 20 years (this translates to 0.1 fatality and 2.1 injury per year).
1.1.2. Project Benefits: Equitable Access to Regional Facilies
Because there is currently no access for pedestrians and bicyclists to navigate the
Interchange area, the Project will benefit bicyclists and pedestrians to provide safe
access to regional facilies. The Project takes a Complete Streets approach by adding
new sidewalks and mul-use paths, as well as new on-street bikeways (Class II & IV
(protected). The Safe Systems design approach also includes mulple crossings,
including Gate Controlled Rail Crossing replacing two at-grade unprotected crossings,
pedestrian scale lighng, and other safety features.

1.1.3. Project Benefits: Goods Movement
Construcon materials and recycling for the SF Bay area Peninsula and Silicon Valley is
the main import and export of the Port of Redwood City (Port). As the only interchange
connecon from US 101 to the Port and neighboring industrial businesses, its
improvement is essenal for freight and supply chain goods movement for the naon
as it is currently the most significant botleneck in the mulmodal goods movement
system. This also translates to improved Port operaons to enable future growth
through access improvements and congeson relief.

1.1.4. Addional Project Benefits
Other benefits being highlighted under the “Reimagined” communicaons include the
following:
• Regional significance: Improve access for all travel modes (future ferry, Caltrans
connecvity, freight access) to downtown Redwood City, Kaiser, and Stanford
medical campuses.
o Connecvity to Transit will provide transportaon links to bus-shutle systems,
future ferry service, and Caltrain connecon to downtown/jobs at Google, and
North Fair Oaks neighborhood.
• Provide access for pedestrians and bicyclists to the San Francisco Bay Shoreline,
regional Bay Trail, and Ferry Terminal by building bicycle and pedestrian facilies
that can only be provided by the construcon of the larger Project.
• Improve Equity Priority Community access by directly improving mul-modal
transportaon access to/from North Fair Oaks and local schools.
• Remove transportaon barriers along SR 84 and US 101 and provide access to rich
employment.

1 This tool pulls collision data that results in injury from the Statewide Integrated Traffic System (SWITRS).
