12 <br /> <br />4.3 Other Projects within the Vicinity of the Interchange <br />4.3.1. Development Projects in the City: <br />There are a variety of development projects, planned and permited, in the vicinity of <br />the interchange as well as along Woodside Road, Veterans Boulevard, Seaport <br />Boulevard, and Bloomquist Street. The city maintains a webpage (Redwood City <br />GIS/City Projects/Planning Projects), which shows the type, loca�on, and status of <br />ac�ve development projects. Major projects include the following: <br />• Harbor View (320-350 Bloomquist Street)—a high-tech office campus with 4 seven- <br />story office buildings, 1 four-story and 1 six-story parking structure, and 1 two-story <br />employee ameni�es building. <br /> <br />• Gatekeeper (1205 Veterans Boulevard): This is a Gatekeeper-ini�ated applica�on for <br />a mixed-use mul�-family residen�al development. The project would consist of 409 <br />rental units, including 70 below-market rate units. <br /> <br />• Broadway Plaza (1401 Broadway): Replacement of an exis�ng retail strip mall <br />located at 1401 Broadway, and office building located at 1055 Broadway with a <br />mixed-use project consis�ng of approximately 398 market-rate residen�al units, <br />120 affordable residen�al units, 420,000 square feet (sq �) of office space, 26,000 <br />sq � of retail space including a stand-alone CVS pharmacy (at 2111 Bay Road), <br />10,000 sq � childcare center, public and private open space, and shared <br />underground parking. <br /> <br />• 2201 Bay Road: A new two-story research and development office building with on- <br />grade and roo�op parking, approximately 84,000 sq �. Bay Road Industrial is <br />situated within Light Industrial Incubator zoning. <br /> <br />4.3.2. U.S 101 Express Lanes <br />The San Mateo US-101 Express Lanes began opera�ng in early 2023 to reduce traffic <br />conges�on and encourage carpooling and transit. The mul�-year, mul�-agency project <br />provides 22 miles of new High Occupancy Toll express lanes on U.S. Highway 101 in <br />each direc�on from I-380 in San Bruno to the San Mateo County/Santa Clara County <br />line. The lanes will connect directly to those now being built in Santa Clara County. <br /> <br />Because the Express Lanes are opera�onal through the 101/84 interchange Project <br />Area, construc�on will affect opera�ons in this segment. The management and <br />opera�on of the Express Lanes is governed by the San Mateo County Express Lanes <br />Joint Powers Authority (SMCEL JPA), a six-member joint powers authority consis�ng of <br />three San Mateo County Transporta�on Authority (SMCTA) Board members and three
