US 101/Woodside Interchange Improvement Project Page 9 <br />the design plans, and securing the funding for the construction phase which requires coordinated <br />communication. As the project transitions into construction, the Communications Plan will be updated <br />to address the needs of the construction phase of the project. <br />1) R OW FUNDING AND FINAL DESIGN <br />To obtain all the necessary ROW needed for the Project, RWC will purchase property from 23 <br />owners. These purchases include permanent acquisitions (both full and partial) as well as temporary <br />construction easements. There is no residential property needed for the project. The ROW process <br />started in late summer 2023 and is expected to take 18-24 months. As described below, the <br />Consultant ROW Lead will manage all property owner discussions and contacts. Caltrans will oversee <br />all ROW activities and will certify the RWC ROW certification. <br /> <br />The Consultant PM will direct that work and connect with the City PM and the Public Information <br />Officer related to the messaging to property owners. The Consultant Communications Team will be <br />utilized on an as-needed basis only. <br /> <br />Concurrent with the ROW activities, the Project team is also working to finalize the design plans for <br />the project. There is coordination work with other stakeholders related to that activity, but no <br />general public interface is expected. <br />2) SECURING FUNDING <br />Redwood City and SMCTA have contributed approximately $33 million to date towards planning, <br />environmental review, and engineering design to get the Project to this point. An additional $105 <br />million is still needed to meet the Project’s $308M current cost. A Funding Plan has been developed <br />and is updated, revised, and reviewed regularly with RWC staff and elected officials. Strong agency <br />partnerships and effective communication will be critical to successful implementation closing the <br />fund gap. <br /> <br />Stakeholder contacts and requests for support and advocacy will be coordinated through the <br />Consultant Project Manager with support from the team’s Stakeholder and Communications Lead. <br />Government agency staff will manage communications and the necessary approvals for funding <br />activities with their respective Boards and City Council’s Ad Hoc Subcommittee. <br /> <br />C. PRESS PROTOCOL AND I NQUIRY MANAGEMENT <br />RWC’s PIO will be the primary media spokesperson regarding the Project through the final design phase <br />(including fundraising and ROW). The PIO will alert the media in promotion of Project-related events, as <br />defined above, and further detailed in the Project Communications Plan. The PIO will track media <br />conversations regarding the Project and share that information with the Project Team, who will keep a <br />record of media coverage. <br />
