Adopt a resolution approving the Program Year 2024 Annual Action Plan and <br />application for Community Development Block Grant and HOME Investment <br />Partnerships program funds; certifying that the City has followed its adopted Community <br />Participation Plan; and authorizing the execution and filing of all documents pertaining <br />thereto; and <br />2. By motion, authorize the City Manager to execute funding agreements with the <br />organizations identified in the Program Year 2024 Annual Action Plan. <br /> <br />CEQA: <br />All of the activities proposed for funding have been determined to be exempt, <br />categorically excluded, or have a finding of no significant impact under the National <br />Environmental Protection Act (NEPA) or will be subject to further reviews when specific <br />sites and detailed project descriptions are determined. Approval of the PY 2024 Action <br />Plan is not considered a project under California Environmental Quality Act (CEQA) <br />Guidelines Section 15378, as it is a funding mechanism that does not involve a <br />commitment to specific projects that may result in a potentially significant physical <br />impact on the environment. Upon City Council approval of the PY 2024 Action Plan, the <br />City will record a Notice of Exemption with the San Mateo County Recorder for <br />administration of the CDBG and HOME funding programs pursuant to CEQA regulations <br />on June 25, 2024. <br /> <br />Motion and second, Aguirre and Howard, to: <br />1. Adopt a resolution approving the Program Year 2024 Annual Action Plan and <br />application for Community Development Block Grant and HOME Investment <br />Partnerships program funds; certifying that the City has followed its adopted <br />Community Participation Plan; and authorizing the execution and filing of all <br />documents pertaining thereto; and <br />2. Authorize the City Manager to execute funding agreements with the organizations <br />identified in the Program Year 2024 Annual Action Plan. <br /> <br />The motion passed 6-0-1 by electronic vote, with Mayor Gee recused. <br /> <br /> <br /> <br />
