<br />ATTY/RESO.0079/HRAC 800 MAIN <br />REV: 07-14-23 JB <br />Page 2 of 5 <br />WHEREAS, on July 19, 2023, the HRAC conducted a duly noticed public meeting <br />in accordance with all applicable requirements of State Law to review a historic resources <br />technical report for the Project prepared by TreanorHL, qualified Architectural Historians <br />(hereafter, the “TreanorHL Report”), and peer reviewed by M Group, along with other <br />associated Project materials, and developed its recommendation to the Planning <br />Commission regarding the permit application. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES <br />ADVISORY COMMITTEE AS FOLLOWS: <br /> <br />Section 1. The HRAC reviewed the Staff Report, and all other relevant <br />documents and attachments, including the TreanorHL Report and other associated <br />materials, and hereby finds that the Project will not detrimentally alter, destroy or <br />adversely affect any exterior architectural feature of the Historic Landmark consistent <br />with the requirement of Section 40.10.A of the City’s Historic Preservation Ordinance. <br /> <br />Section 2. The HRAC reviewed the Staff Report, and all other documents and <br />attachments, including the TreanorHL Report and other associated materials, and <br />hereby finds that the Project will not adversely affect the character of the Main Street <br />Historic District consistent with the requirement of Section 40.10.B of the Historic <br />Preservation Ordinance. <br /> <br />Section 3. The HRAC has reviewed the recommended measures that include <br />plans for documentation, protection, and salvage of historic elements of the existing <br />structure, as described in the TreanorHL Report, and hereby finds that said plans <br />adequately describe the methods by which adherence to the Secretary of the Interior <br />Standards (“SOIS”) will be implemented for the rehabilitation of DTPP Historic Resource <br />AA, as required by Section 40.5.D of the Historic Preservation Ordinance. <br /> <br />Section 4. Under Section 2.0.3.A.3.a, the HRAC has reviewed the Project for <br />conformance to the applicable Historic Resources Preservation Standards and <br />Guidelines of the DTPP, and hereby finds that the Project conforms to Historic <br />Resources Preservation Standards 2.1.3.AA.1.a and b, but does not conform to Historic <br />Resources Preservation Standards 2.1.3.AA.1.c and d, and therefore requires an <br />Exception to such Standards as provided under the Section 2.0.3.A.3.a of the DTPP. <br />The HRAC hereby finds that the Project conforms to Historic Resources Preservation <br />Guidelines 2.1.3.AA.2.a, b, c, d and e. <br /> <br />Section 5. Pursuant to DTPP Section 2.0.3.A.3.a, Exceptions to the Historic <br />Resource Preservation Standards, the HRAC hereby finds that: 1) The Project site has <br />unusual physical conditions which warrant the consideration of exceptions, or other <br />constraints which render it infeasible or impractical to fully comply with Standards <br />2.1.3.AA.1.c and d; 2) An evaluation has been undertaken by qualified professionals <br />experienced in the development and review of appropriate design modifications to <br />historic resources to ensure full compliance with all applicable Secretary of the Interior’s <br />Standards; 3) the Project has been reviewed for compliance with CEQA, consistency
