The use of Art Deco for the <br />proposed addition as described in Guideline “c” would compete with, and distract from, <br />the existing building. An Art Deco style addition would use geometric patterns and forms <br />and more decorative features and colors. The effect would be an addition that is too <br />different from the existing building. This Guideline seems to be more suited to ground-up <br />new construction rather than an addition. The square stucco panels framing a large glazed <br />area in the proposed project are of a contemporary style that is compatible with, and <br />deferential to, the existing building. The proposed project does not conform to Guideline <br />“c” but the style used is more appropriate and a better choice. <br /> <br />The addition is of white square stucco panels without ornamentation. The white color is <br />similar to, but slightly different from, the white of the existing building. It is appropriate <br />to reference but not match colors. The stucco will also read as new due to current <br />techniques of applying stucco that create a much more consistent texture than stucco <br />from the 1940s. Again, the intent seem to be to reference but not match. The <br />ornamentation of the proposed project is limited in much the same way as the exiting <br />building. It is compatible to, but clearly differentiated from, the historic façade and <br />therefore the proposed project meets Guideline “d” <br /> <br />The new signage placed on the flat boxed awning is compatible with the architecture of <br />the historic façade as it closely matches the color, material, size, placement, and style of <br />the original sign. The match is perhaps even a bit too close and it could be adjusted <br />slightly in any aspect and still be compatible with the building. Currently the proposed <br />project shows that the wording on the large metal sign with curved arrow is painted out <br />and replaced with new. This modification affects the integrity of the sign since the <br />original lettering is integral to its size, shape and configuration. The proposed project <br />does not meet Guideline “e” <br /> <br /> <br />Secretary of the Interiors Standards for Rehabilitation. <br />The Secretary of the Interior’s Standards for Rehabilitation are used to determine <br />appropriateness of a proposed project involving an historic resource. The Standards are <br />written broadly enough that they can be interpreted on many levels for all types of <br />projects. Interpretations are always to be reasonable, taking into consideration economic <br />and technical feasibility. <br /> <br />1. A property shall be used for its historic purpose or be placed in a new use that <br />requires minimal change to the defining characteristics of the building and its site <br />and environment. <br /> <br />The subject property was built, and continues to function, as to a dry cleaning business. <br />The proposed project is to be a restaurant and as such will retain a commercial function. <br />The front façade does not require alteration due to the change of use, except at the <br />storefront. By replacing the storefront, the project will be able to meet code requirements <br />for accessibility and energy.
