The removal <br />of historic materials or alteration of features and spaces that characterize a <br />property shall be avoided. <br /> <br />The proposed project retains and preserves a reasonable amount of historic material. The <br />existing large metal sign with curved arrow will remain but be repainted. The wood <br />louvered screen below the metal sign is obscured by plants in the rendering but is <br />assumed to be retained. The existing brick veneer and brick planter are shown as painted. <br />The flat boxed awning is preserved, though the letters spelling out “Roy’s Cleaners” are <br />replaced with new. The glazed storefront doors with transom are replaced with new that <br />appear to be the same width but taller in height. The adjacent storefront windows also <br />appear new but matching the existing in height and width. At the north corner of the front <br />elevation a new brick-clad column feature has been added which obscures a painted sign <br />on the Harrison Avenue façade. Intent to conform to Standard 2 is obvious in the <br />proposed project and minor modifications will bring better compliance. <br /> <br />3. Each property shall be recognized as a physical record of its time, place, and use. <br />Changes that create a false sense of historical development, such as adding <br />conjectural features or architectural elements from other buildings, shall not be <br />undertaken. <br /> <br />The new addition of the proposed project will be visually identifiable as contemporary <br />and will not create a false sense of historical development. As described earlier, the <br />proposed addition appropriately references but does not match colors and materials. <br />Repainting the metal sign with a new business name may create some confusion of <br />authenticity. Therefore, aside from the metal sign, the proposed project meets Standard 3. <br /> <br />4. Most properties change over time; those changes that have acquired historic <br />significance in their own right shall be retained and preserved. <br /> <br />This property does not appear to have been altered, as such the project meets Standard 4. <br /> <br />5. Distinctive features, finishes, and construction techniques or examples of <br />craftsmanship that characterize a property shall be preserved. <br /> <br />Distinctive features, finishes, and construction techniques or examples of craftmanship <br />that characterize this property are found on the front elevation. Most of the materials and <br />character-defining features on the front elevation are to be retained, including but not <br />limited to the existing stucco-clad concrete block exterior wall, the distinctive metal sign <br />with curved arrow, the brick veneer, wood louvered screen, brick planting boxes, and flat <br />boxed awning. The storefront, with glazed entry doors with transom and fixed windows, <br />will be removed and replaced, however the size, shape, and configuration will be <br />retained. By replacing the storefront, the project will be able to meet code requirements <br />for accessibility and energy.
