The building is an example of the flat <br />roof subtype of the Spanish Colonial Revival. It does embody some of <br />the distinctive characteristics of that type, including eves with little or <br />no overhang, red clay tile roof, prominent arches above doors and <br />windows, stucco wall surface, asymmetrical façade, and decorative <br />stucco vent. However, these characteristics do not rise to the level <br />that would support individual listing on the CRHR under Criterion 3. <br /> <br />4) Yields important information about prehistory or history of the local <br />area, California, or the nation. <br />The historians’ report does not address archeology under Criterion 4. <br /> <br />3. In adopting the analysis of the CRHR findings by Richard Brandi, the <br />HRAC finds that following findings cannot be made pursuant the Redwood City Historic <br />Preservation Ordinance Section 40.6 criterion A-D: <br />A. It exemplifies or reflects special elements of the City's cultural, <br />aesthetic or architectural history; or <br />B. It is identified with persons or events significant in local, State or <br />national history; or <br />C. It embodies distinctive characteristics of a style, type, period or <br />method of construction, or is a valuable example of the use of <br />indigenous materials or craftsmanship; or <br />D. It is representative of the notable work of a builder, designer or <br />architect. <br /> <br />4. The HRAC concurs with the historian’s report that the property retains its <br />historic integrity. <br />5. The Committee further concurs with the historian’s report conclusion that it <br />qualifies as a contributor to a potential Mt. Carmel historic district for being an example <br />of pre-WWII residential architecture. <br />6. This determination is based, in part, on the staff report and attachments <br />prepared for the HRAC hearing on the historic nature of the property, each of which is <br />incorporated herein by reference. <br />7. This Resolution is effective upon its adoption. <br /> <br />* * * <br /> <br /> <br />
