<br />ATTY/RESO.0006/HRAC RESO 1900 BROADWAY <br />REV: 02-15-24 VR <br />Page 2 of 4 <br />WHEREAS, on January 26, 2024, notice of a public hearing before the Historic <br />Resources Advisory Committee (“HRAC”) was mailed to owners and tenants within 300 <br />feet of the project site, placed in the San Mateo Daily Journal, and posted on the City’s <br />website; and <br /> <br />WHEREAS, on February 8, 2024, the HRAC conducted a duly noticed public <br />hearing in accordance with all applicable requirements of State Law to review a historic <br />resources technical report dated October 30, 2023 for the Project prepared by Richard <br />Brandi (dba Brandi Preservation Historic Preservation Consulting), a qualified <br />Architectural Historian (hereafter, the “Brandi Report”), along with other associated <br />Project materials, and developed its recommendation to the Planning Commission <br />regarding the project impacts and permit application. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES <br />ADVISORY COMMITTEE AS FOLLOWS: <br /> <br />Section 1. The HRAC reviewed the Staff Report, the Brandi Report, and the <br />evidence presented by the staff and public at the hearing on February 8, 2024, and finds <br />the Project requires no mitigation measures, as described in the Brandi Report. <br /> <br />Section 2. Pursuant to DTPP Sections 2.1.4.C and D, the HRAC hereby finds that <br />the Project has been reviewed by a qualified architect or architectural historian approved <br />by the City and meeting the Secretary of the Interior’s Professional Qualifications <br />Standards published in the Code of Federal Regulations (36 CFR part 61), who has <br />recommended to the HRAC, for all the reasons set forth in detail in the Brandi Report, <br />that the Project will not have an impact on the adjacent historic resources located at 746 <br />Main Street (Diller-Chamberlin Store), 2000 Broadway (Bank of San Mateo County), 2020 <br />Broadway (Fitzpatrick Building), and 800 Main Street (Sequoia Hotel), or the Main Street <br />Historic District and no mitigation measures are required. The adjacent historic resources <br />should retain their status as City Landmarks and District Contributors, and the project will <br />not detrimentally alter, destroy, or adversely affect any exterior architectural feature of the <br />Historic Landmarks, or change the significance of the Historic District. <br /> <br />Section 3. Under Section 2.1.4.C, the HRAC hereby finds that the Project will not <br />create a substantial adverse change in the significance of the Historic Main Street District <br />and will protect its continued eligibility for listing on the California Register. <br /> <br />Section 4. Under Section 2.1.4.D, the HRAC hereby finds that the proposed <br />project will not cause a substantial adverse change in the significance of the adjacent <br />historic resources across the street located at 746 Main Street (Diller-Chamberlin Store), <br />2000 Broadway (Bank of San Mateo County), 2020 Broadway (Fitzpatrick Building), and <br />800 Main Street (Sequoia Hotel) because the project complies with the Secretary of the <br />Interior Standards and does not physically alter, demolish or destroy any portions of the <br />adjacent resource. <br />
