ATTY/RESO.0047/ PC RESO RECOMMENDATION TO CITY COUNCIL ON GENERAL PLAN AMENTMENTS TO THE CIRCULATION SECTION REV: 06-10-2020 PR Page 2 of 4 WHEREAS , the Planning Commission has determined that the proposed General Plan amendments are consistent with and would further the purpose of and appropriately implement General Plan goals, programs and policies. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION AS FOLLOWS: Section 1. The recitals set forth above are true and correct, and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. CEQA. This proposed General Plan amendments have been reviewed with respect to applicability of CEQA and the CEQA Guidelines. The proposal is not a “project” pursuant to CEQA Guidelines section 15378, and is therefore not subject to CEQA pursuant to CEQA Guidelines section 15060(c)(3) because adoption of significance thresholds will not in and of themselves result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Separately and independently, the proposal is also exempt pursuant to CEQA Guidelines section 15061(b)(3), as it will not result directly or indirectly in significant environmental impacts, and/or Public Resources Code section 21080(b)(l), because the City is mandated to adopt the proposal, which is therefore ministerial. Section 3. General Plan Amendment – Findings. The Planning Commission hereby finds that the proposed General Plan Amendments are in the public interest and consistent with the goals, programs and policies of the General Plan, and the recently adopted RWCmoves plan, as specified in the staff report. Section 4. Recommendation. The Planning Commission of Redwood City hereby recommends that the City Council amend the Circulation Section of the Built Environment Element of the General Plan by adding the text as shown in double underline (example) and deleting the text shown in strikeout (example) as identified in Exhibit A, incorporated herein by reference. * * *
