ATTY/RESO.0047/ PC RESO RECOMMENDATION TO CITY COUNCIL ON GENERAL PLAN AMENTMENTS TO THE CIRCULATION SECTION <br />REV: 06-10-2020 PR <br />Page 2 of 4 <br />WHEREAS , the Planning Commission has determined that the proposed General Plan <br />amendments are consistent with and would further the purpose of and appropriately implement <br />General Plan goals, programs and policies. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION AS <br />FOLLOWS: <br />Section 1. The recitals set forth above are true and correct, and are hereby incorporated <br />herein by this reference as if fully set forth in their entirety. <br /> Section 2. CEQA. This proposed General Plan amendments have been reviewed with <br />respect to applicability of CEQA and the CEQA Guidelines. The proposal is not a “project” <br />pursuant to CEQA Guidelines section 15378, and is therefore not subject to CEQA pursuant to <br />CEQA Guidelines section 15060(c)(3) because adoption of significance thresholds will not in and <br />of themselves result in either a direct physical change in the environment or a reasonably <br />foreseeable indirect physical change in the environment. Separately and independently, the <br />proposal is also exempt pursuant to CEQA Guidelines section 15061(b)(3), as it will not result <br />directly or indirectly in significant environmental impacts, and/or Public Resources Code section <br />21080(b)(l), because the City is mandated to adopt the proposal, which is therefore ministerial. <br /> <br />Section 3. General Plan Amendment – Findings. The Planning Commission hereby <br />finds that the proposed General Plan Amendments are in the public interest and consistent with <br />the goals, programs and policies of the General Plan, and the recently adopted RWCmoves plan, <br />as specified in the staff report. <br /> <br /> Section 4. Recommendation. The Planning Commission of Redwood City hereby <br />recommends that the City Council amend the Circulation Section of the Built Environment <br />Element of the General Plan by adding the text as shown in double underline (example) and <br />deleting the text shown in strikeout (example) as identified in Exhibit A, incorporated herein by <br />reference. <br /> <br /> * * * <br />
