ATTY/RESO.0047/ PC RESO RECOMMENDATION TO CITY COUNCIL ON GENERAL PLAN AMENTMENTS TO THE CIRCULATION SECTION <br />REV: 06-10-2020 PR <br />Page 3 of 4 <br /> <br />EXHIBIT “A” <br />General Plan Amendment <br /> <br />Policy BE-25.3 Support using the Implement a complete streets policy to design, construct, <br />operate, and maintain City and private streets to enable safe, comfortable, and attractive access <br />and travel for pedestrians, bicyclists, motorists, and transit users of all ages, abilities, and <br />preferences. <br /> <br />Policy BE-26.2 Develop and maintain implement a Bicycle Master Plan and Pedestrian Master <br />Plan comprehensive master plans for the citywide bicycle, electric bicycle/scooter, and pedestrian <br />networks to identify short- and long-range policies, programs, and improvement projects that will <br />improve walking and bicycling. <br /> <br />Policy BE-26.11 Prioritize implementation of pedestrian, bicycle, and electric bicycle/scooter <br />improvements near schools, transit, shopping, hospitals, and mixed-use areas with higher <br />pedestrian concentrations by updating the City’s pedestrian and bicycle models every two years. <br /> <br />Policy BE-29.5 Support re-evaluation of the City’s Level of Service (LOS) policies for motor <br />vehicle circulation to ensure efficient traffic flow and balance multi-modal mobility goals. Maintain <br />LOS D or better operation at intersections within the City that are not on the designated <br />Congestion Management Program roadway system, and LOS E or better operation at <br />intersections in the Downtown Precise Plan area. At unsignalized intersections, levels of service <br />shall be determined for both controlled movements and for the overall intersection. Controlled <br />movements operating at LOS E or LOS F are allowable if the intersection is projected to operate <br />at LOS C or better overall, and/or if the “Peak Hour” signal warrant outlined in the California <br />Manual on Uniform Traffic Control Devices remains unmet. <br /> <br />Policy BE-29.6 Develop a new Level of Service (LOS) policy for Downtown that includes the <br />following components: <br /> Emphasis on pedestrian and bicycle access and circulation <br /> Maintenance of appropriate emergency vehicle access and response time <br /> Support for reduced vehicle miles traveled <br /> Considers, but does not deem, auto congestion Downtown to be an impact <br />Mobility Evaluation. Evaluate mobility for all modes of transportation using guidelines that: <br /> Replace vehicular LOS standards with Vehicle Miles Traveled (VMT) as the primary <br />measure for environmental impact assessment. <br /> Evaluate Mode Split Goals and VMT to assess mobility in Redwood City. <br /> Consider vehicle and multimodal LOS operations as a means to evaluate site specific <br />effects of added traffic and to identify potential improvements. <br /> Evaluate site specific effects of added traffic by considering vehicle and multimodal LOS <br />operations to ensure maintenance of LOS D. Require improvements as necessary to <br />maintain such LOS standards. Implement project review requirements and necessary <br />findings if LOS standards cannot be met. <br /> Proposed developments must include conditions or improvements to assure that these <br />standards or their equivalent are maintained. <br /> <br />Policy BE-31.4 Support Implementation of a citywide or areawide TDM program and form a <br />Transportation Management Association (TMA) as outlined in RWCmoves. <br />
