ATTY/RESO.0116/PC RESO DENYING APPEAL FOR 645 SAPPHIRE <br />REV: 11-03-2020 PR <br />Page 1 of 10 <br />RESOLUTION NO. 20-12 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY DENYING THE APPEAL OF KAREN SAUCIER AND <br />UPHOLDING THE ZONING ADMINISTRATOR APPROVAL OF <br />ARCHITECTURAL PERMIT NO. AP2020-023 FOR 645 SAPPHIRE <br />STREET AND DETERMINING THE PROJECT TO BE EXEMPT FROM <br />CEQA UNDER CEQA GUIDELINES SECTION 15301 <br /> <br />WHEREAS, Wendy Jordan (Applicant) has applied for an Architectural Permit for <br />the construction of a 542 square foot second story addition and 63 square feet lower floor <br />addition to an existing 833 square foot single family residence with a 273 square foot one- <br />car attached garage on a 2,980 square foot lot (the Project) at 645 Sapphire Street (the <br />Property); and <br /> <br />WHEREAS, pursuant to Section 45.3 of the Zoning Ordinance, the Zoning <br />Administrator is authorized to review and approve such Architectural Permits; and <br /> <br />WHEREAS, on July 10, 2020, the Zoning Administrator issued a Notice of Official <br />Action for Architectural Permit No. AP2020-023, approving the Project because the <br />required R-1 Zoning District Standards were met and the Architectural Permit Findings <br />were made; and <br /> <br />WHEREAS, on July 24, 2020, an appeal of the Zoning Administrator’s decision to <br />approve the Architectural Permit was filed with the City Clerk by Karen Saucier and was <br />joined by two additional neighbors, David and Jessica Wu (collectively, “Appellant”); and <br /> <br />WHEREAS, on October 9, 2020, a public hearing notice was published in the San <br />Mateo Daily Journal and mailed to interested parties and all property owners within 300 <br />feet of the Property; and <br /> <br />WHEREAS, on October 20, 2020, the Planning Commission of the City of <br />Redwood City (Planning Commission) held a duly noticed public hearing in accordance <br />with all applicable requirements of the State Planning and Zoning Law and the Redwood <br />City Zoning Ordinance, to consider the appeal; and <br /> <br />WHEREAS, on October 20, 2020, the Appellant, the Applicant, and all other <br />interested parties were given the opportunity to participate in the public hearing through <br />oral testimony and the submittal of written comments; and <br /> <br />WHEREAS, on October 20, 2020, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Project (Staff Report) including <br />the attachments to the Staff Report, oral and written public testimony, and all other <br />documents and evidence in the public record on the Project and the appeal.
