ATTY/RESO.0116/PC RESO DENYING APPEAL FOR 645 SAPPHIRE <br />REV: 11-03-2020 PR <br />Page 2 of 10 <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION <br />AS FOLLOWS: <br /> <br />1. The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, oral and written testimony, and <br />materials in the City’s file for the application and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City’s General Plan, <br />Municipal Code, Zoning Ordinance, and other applicable City laws and regulations, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br /> <br />2. The Planning Commission finds that the project is exempt from the California <br />Environmental Quality Act (CEQA), pursuant to per Section 15301 Class 1(e)(2) (Existing <br />Facilities). The project includes the construction of a second story addition to an existing one- <br />story single-family residence. <br /> <br />3. In upholding the Zoning Administrator’s decision, the Planning Commission <br />is able make the required findings for approval of an Architectural Permit (Zoning <br />Ordinance Section 45.4). Specifically, the Planning Commission finds that: <br /> <br />ARCHITECTURAL PERMIT FINDINGS <br /> <br />A. The existence of sufficient variety in the design of the structure and grounds <br />to avoid monotony in the external appearance; <br /> <br />The proposed structure utilizes a variety of methods to avoid monotony in the <br />elevations. The design includes varied stepbacks to break massing and provide <br />visual interest along the front and side facades, changes in materials (wood siding, <br />stone veneer), architectural features such as varied windows to break up the <br />massing of the two-story structure. <br /> <br />B. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it <br />has a balance and unity among its external features so as to present a <br />harmonious appearance; <br /> <br />The proposed structure meets all applicable development standards for the R-1 <br />zoning district including setbacks, height, lot coverage, Floor Area Ratio (FAR) and <br />parking. The project is designed to be harmonious and cohesive with the existing <br />development onsite by incorporating similar roof forms and pitches. The project <br />provides adequate building articulation through varying roof heights and stepbacks <br />from the frontage and the side elevations to break up the mass and bulk. <br />
