ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED-USED PROJECT <br />REV: 10-21-2020 PR <br />Page 16 of 31 <br />Project would substantially lessen the severity of Impact AQ-3, such that this <br />potential impact would be less than significant, because Mitigation Measure AQ- <br />2b requires construction contractors to use equipment that meets the Air Resources <br />Board’s and/or United States Environmental Protection Agency’s Tier 4 Final <br />emissions standards for off-road diesel-powered construction equipment with more <br />than 50 horsepower for all construction activities, unless it can be demonstrated to <br />the City of Redwood City Planning & Housing Division that such equipment is not <br />available. Any emissions control devise used by the contractor shall achieve <br />emissions reductions that are no less than what could be achieved by Tier 4 Final <br />emissions standards for a similarly sized engine, as defined by ARB or EPA <br />regulations. For any substitute emissions control device employed, the contractor <br />shall provide documentation that the associated emissions reductions are no less <br />than what could be achieved by Tier 4 Final emissions standards for a similarly sized <br />engine. Additionally, Mitigation Measure AQ-3 requires one of two requirements to <br />be fulfilled as the emergency generators are installed or permitted. This finding is <br />based on the entire record of proceedings for the Project, including but not limited to <br />the discussion and analysis set forth on pages 3.2-25 through 3.2-33 of the DEIR, <br />which includes a full statement of the impact and applicable mitigation measures and <br />is hereby incorporated herein in its entirety. <br /> <br />4. Air Quality Impact AQ-5: The Project, in combination with past, present, and <br />reasonably foreseeable projects, could result in cumulatively considerable air quality <br />impacts. <br /> <br />Mitigation Measures. Mitigation Measures AQ-2a, AQ-2b, and AQ-3 will be <br />implemented for the Project as provided in the MMRP. <br /> <br />Findings Regarding Impact AQ-5. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measures AQ-2a, AQ-2b, and AQ-3 into <br />the Project would substantially lessen the severity of Impact AQ-5, such that this <br />potential impact would be less than significant, because Mitigation Measure AQ- <br />2a requires all construction activities to occur in compliance with the Bay Area Air <br />Quality District’s best management practices, which the District has determined <br />reduce the health risks associated with fugitive dust from construction activities to <br />acceptable levels and Mitigation Measure AQ-2b requires construction contractors <br />to use equipment that meets the Air Resources Board’s and/or United States <br />Environmental Protection Agency’s Tier 4 Final emissions standards for off-road <br />diesel-powered construction equipment with more than 50 horsepower for all <br />construction activities, unless it can be demonstrated to the City of Redwood City <br />Planning & Housing Division that such equipment is not available.
