ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED-USED PROJECT <br />REV: 10-21-2020 PR <br />Page 2 of 31 <br />WHEREAS, pursuant to the requirements of the CEQA and the CEQA Guidelines, the <br />City prepared a EIR to evaluate the potential environmental impacts associated with the <br />Project; and <br />WHEREAS, the Draft EIR was published and circulated for public review and <br />comment beginning on May 29, 2020 through July 13, 2020. The Draft EIR was filed with the <br />State Office of Planning & Research under State Clearinghouse No. 2019070208; and <br />WHEREAS, on July 7, 2020 the Planning Commission (Commission) held a duly <br />noticed public hearing to receive public comment on the Draft EIR; and <br />WHEREAS, the City prepared written responses to the comments received during and <br />immediately following the public review and comment period and included these responses <br />in a separate volume entitled “Final Environmental Impact Report South Main Mixed-Use <br />Project” which together with the Draft EIR constitutes the Final Environmental Impact Report <br />(Final EIR), and also prepared a Mitigation Monitoring and Reporting Program (MMRP) <br />pursuant to the requirements of CEQA and the CEQA Guidelines; and <br />WHEREAS, in addition to the public Scoping Session, ten official noticed public <br />meetings and hearings of various City commissions and the Planning Commission were held <br />to deliberate the merits of the Project and make recommendations regarding components of or <br />a final action on the Project. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The Commission, having independently heard, considered, and weighed <br />all the evidence in the record, finds that the above recitals are accurate and constitute <br />findings in this matter and, together with the staff report and the application materials, <br />including without limitation the Final EIR, development plan, and all other documents, reports, <br />studies, memoranda, maps, oral and written testimony, and materials in the City’s file for the <br />applications and the Project, and all adopted City planning documents relating to the Project <br />and the property including the City’s General Plan, Municipal Code, Zoning Ordinance, and <br />other applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate evidentiary <br />basis for the findings and actions set forth in this Resolution and are hereby incorporated by <br />reference. <br />Section 2. CEQA. The Commission recommends that the Council find, based on its <br />independent judgment and analysis, that the Final EIR, which is on file in the Office of the <br />City Clerk of the City of Redwood City, and incorporated herein by this reference, is hereby <br />certified based on the following findings: <br />a. The City of Redwood City is the lead agency under CEQA for preparing the Final <br />EIR, and is the entity with final decision-making authority with regard to approval <br />of the Project.
