ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED-USED PROJECT
REV: 10-21-2020 PR
modifications required for compliance with current life/safety building codes for a retail use
would be extensive and would alter some of the character-defining features of the historical
building. Given the extent of the required modifications, it cannot be assured that the
building would retain its historical significance and integrity. Retaining the structure also
involves a risk to the existing structure that would occur during construction of the
underground parking structure that is sited directly adjacent to the existing feed shed
building footprint. On balance, when considering the degree of building alterations that
adaptive reuse would require, the resulting diminished historical integrity of the building,
and the potential effects related to on-site parking, adaptive reuse of the Perry’s Feed Shed
building appears to be infeasible from a technical perspective, the City Council hereby finds
that the Preservation Alternative is not feasible.
Findings Relating to 2018 Project Alternative. The 2018 Project Alternative would
not avoid the Project’s significant and unavoidable cultural resource impacts, but would
meet most of the Project’s objectives (DEIR pages 5-8 to 5-12). Although the 2018 Project
Alternative would meet most of the Project’s objectives, it would provide substantially less
affordable housing units. Because the 2018 Project Alternative would not meet the
objectives related to affordable housing goals to the same degree as the Project, and would
not avoid the Project’s significant and unavoidable cultural resource impacts, the City
Council hereby finds that the 2018 Project Alternative is not feasible.

VI. Statement of Overriding Considerations.

Approval of the Project by the City Council will result in significant adverse
environmental effects relating to historical resources which cannot be mitigated or avoided,
notwithstanding the City has adopted all feasible mitigation measures. The City Council
has examined alternatives to the Project that could avoid or reduce the Project’s significant
and unavoidable effects and determined that adoption and implementation of the Project is
the most desirable, feasible, and appropriate action. Therefore, in accordance with Public
Resources Code Section 21081(b) and CEQA Guidelines Section 15093, the City Council
makes the following Statement of Overriding Considerations, which reflects its balancing of
the Project’s benefits against its significant and unavoidable effects and states the specific
reasons for its decision to approve the Project. Substantial evidence supports the various
benefits and can be found at a minimum in the preceding CEQA findings, which are
incorporated by reference into this Statement, the FEIR, and the other documents which
make up the record of proceedings.

A. Significant and Unavoidable Impacts
Based on the information and analysis set forth in the DEIR and the record of
proceedings, implementation of the Project would result in the following significant
unavoidable impacts even with the implementation of all feasible mitigation measures:

Impact CR-1: The project would result in a substantial adverse change in the
significance of a historical resource.
