ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED-USED PROJECT <br />REV: 10-21-2020 PR <br />Page 30 of 31 <br />Impact CR-4: The project, combined with cumulative development, including past, <br />present, and reasonably foreseeable future development, could result in a significant <br />adverse cumulative cultural resources impact. <br /> <br />Despite these potentially significant effects, it is the City’s considered judgment that the <br />benefits offered by the Project, including without limitation the Project benefits described <br />below, outweigh the potentially adverse effects of its significant impacts. <br /> <br />B. Project Benefits and Overriding Considerations <br /> <br />Each Project benefit and overriding consideration set forth below constitutes a <br />separate and independent ground for finding that the benefits of the Project outweigh its <br />potential adverse effects and each such consideration, standing alone, warrants approval <br />of the Project. <br /> <br />1. Implementing General Plan goals and policies relating to land uses for the <br />Project site. The General Plan designation for the South Main Mixed-Use Development <br />Project site is MUC–ECR (Mixed-Use Corridor – El Camino Real) on Parcels A and B, MUT <br />(Mixed-Use Transitional) on Parcels C, D, and E, and Downtown Precise Plan <br />(DTPP)/Mixed–Use Downtown on Parcel F. These designations represent City Council <br />legislative policy determinations that the most appropriate land uses for the transit-rich area <br />near El Camino Real are complementary commercial and residential uses, such as the <br />residential, office, and retail uses proposed by the Project, which will revitalize the area <br />adjacent to El Camino Real and encourage and support diverse forms of transportation, <br />including pedestrian and public transit. The South Main-Mixed-Use Development Project <br />will facilitate and extend the General Plan vision for the area by constructing multi -family <br />residential, commercial, and office uses that have been legislatively determined in the <br />General Plan and zoning ordinance to be the most appropriate uses for the Project site. <br /> <br />2. Reducing the number of vehicle trips that occur in the City and the number of <br />vehicle miles traveled by residents of the City. Motor vehicle trips are the biggest source of <br />air pollution and greenhouse gas emissions in California. Reducing the number and length <br />of vehicle trips by residents of Redwood City will benefit Redwood City residents, both <br />directly and indirectly, by improving local air quality, alleviating traffic congestion on local <br />streets and roadways, contributing to regional and statewide efforts to reverse or slow <br />global warming, reducing local energy consumption, and contributing to broader efforts to <br />reduce our nation’s dependency on foreign oil and petroleum products. Adoption and <br />implementation of the South Main Mixed-Use Project will enable substantial residential <br />growth in close proximity to public transit including the Transit Center and Caltrain’s <br />Redwood City Station, employment opportunities, entertainment and recreational <br />opportunities, retail and commercial providers, and other necessary services, thereby <br />eliminating and/or shortening the length of a significant number of vehicle trips in the City. <br />In addition, shortening the length of commuter trips and other vehicle trips will reduce the <br />time spent in vehicles, enabling residents to devote more time to more productive or <br />desirable activities. <br /> <br />3.
