ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED-USED PROJECT <br />REV: 10-21-2020 PR <br />Page 4 of 31 <br />Project, all applicable mitigation measures and the Statement of Overriding <br />Considerations are hereby reaffirmed and readopted. <br />d. As set forth in CEQA Guidelines sections 15162, 15163, and 15168, the project <br />Parcel F would not result in any new or more significant environmental effects or <br />require new mitigation measures beyond those identified in the Downtown <br />Precise Plan Program EIR and adopted upon approval of the Downtown Precise <br />Plan. No new environmental document is required. <br />e. As set forth in CEQA Guidelines section 15183, the project Parcel F is consistent <br />with the Downtown Precise Plan (for which the EIR was certified on January 24, <br />2011) which provides the necessary zoning to accommodate the proposed <br />development density. Further, as discussed in the Environmental Checklist <br />(Appendix N of the CEQA Guidelines), there are no environmental effects which <br />are peculiar to the project or its site, nor are there any new significant effects that <br />were not already identified and analyzed in the certified EIR, nor are there any <br />potentially significant off-site impacts or cumulative impacts that were not already <br />identified and analyzed in the certified EIR, nor is there any new information <br />which was not known at the time of the certification of the EIR that identifies any <br />significant effects which will have a more severe adverse impact than discussed <br />in the certified EIR. Further, as set forth in subdivision (d) of CEQA Guidelines <br />section 15183, the project Parcel F is consistent with the DTPP, and an EIR was <br />prepared for the DTPP. <br />f. As set forth in CEQA Guidelines section 15183.3, the project Parcel F satisfies <br />the circumstances allowing for streamlined review. The project Parcel F CEQA <br />Analysis was prepared using Appendix N to document the project Parcel F’s <br />consistency with the Downtown Precise Plan. The project Parcel F would not <br />cause any new specific effects or more significant effects, therefore no additional <br />environmental review is required. <br />g. Pursuant to Guidelines section 15091(e), the documents and other materials that <br />constitute the record of proceedings upon which the Planning Commission has <br />based its decision are located in and may be obtained from, the Office of the City <br />Clerk at 1017 Middlefield Road, Redwood City, California. The City Clerk is the <br />custodian of records for all matters before the City. <br />Section 4. This resolution is effective upon its adoption. <br /> <br /> <br />* * *
