<br />ATTY/RESO.0125/PC RESO SOUTH MAIN MIXED USE PROJECT – ENTITLEMENT <br />REV: 10-27-2020 PR <br />Page 36 of 38 <br /> <br />project is found to have negatively impacted the existing condition of the concrete channel, the <br />applicant shall be responsible for the repair and/or replacement of the concrete channel to the <br />satisfaction of the City Engineer, and shall obtain all required jurisdictional permits to do so. [COA] <br />[ENGINEERING] <br />82. Construction Management and Staging - Prior to encroachment permit issuance, submit a <br />construction parking management plan, which shall outline the number of construction workers by <br />phase, phase duration, where parking will be located for each phase. Construction parking, material <br />storage, equipment, or other construction-related uses are not allowed within the City right of way <br />without prior approval from the City Engineer. [COA][ENGINEERING] <br />83. Lane Closures - Traffic control for lane closures shall conform to the Work Area Traffic Control <br />Handbook. Street closures require submission of traffic control plans and approval in advance. <br />[SDR][ENGINEERING] <br />84. Public Parking During Construction – Temporary parking meter permits shall be issued prior to <br />removing any public parking spaces from public use during construction. An application fee of <br />$30.00, together with the parking meter fees applicable for the expected duration of the temporary <br />parking meter permit ($2.00-$8.00 daily per space depending on location) shall be paid in advance <br />prior to issuance of the permit. [SDR][ENGINEERING] <br />85. Main Street Dog Agility Park During Construction – The applicant shall provide sufficient barriers <br />and protections during construction to allow the continued use of the Main Street Dog Agility Park. <br />If construction activity generates noise, dust, or otherwise inhibits the ability for the public to <br />continue to use the park in a similar capacity as pre-construction, the applicant shall provide an <br />option to temporarily relocate the dog park, for review and approval by the City. Should this be <br />needed, the temporary relocated dog park shall serve the same neighborhood and be similar in size, <br />access, and facilities as the Main Street Dog Agility Park. The applicant would be responsible to <br />provide, at the applicant’s expense, barriers with appropriate gates, dog bag stations, and drinking <br />fountain(s). The applicant would also be required to provide a preservation and replacement plan, <br />cataloging and preserving existing features, including trees, structures, and signage, and to restore <br />the dog park to the City’s satisfaction and at the applicant’s expense. [COA][PARKS] <br />86. Impacts to Local Businesses – Street Closure Coordination - Prior to the closure of any traffic lanes, <br />sidewalks, or streets within and/or surrounding the project, the applicant shall coordinate with the <br />businesses within 200’ of the project to determine potential project impacts due to said closure(s). <br />Additional considerations will need to be made based on the ongoing operations of the businesses <br />and said considerations must be shown on the proposed traffic control plan. All traffic control plans <br />require approval by the City prior to implementation. [COA][ENGINEERING] <br />87. Winterizing - If construction is not complete by the start of the wet season (October 1 through April <br />30), implement a winterization program to minimize the potential for erosion and sedimentation. <br />As appropriate to the site and status of construction, winterization requirements shall include <br />inspecting/maintaining/cleaning all soil erosion and sedimentation controls prior to, during, and <br />immediately after each storm event; stabilizing disturbed soils through temporary or permanent <br />seeding, mulching, matting, tarping or other physical means; rocking unpaved vehicle access to limit <br />dispersion of much onto public right-of-way; and covering/tarping stored construction materials, <br />fuels, and other chemicals.
