[COA] [ENGINEERING] 82. Construction Management and Staging - Prior to encroachment permit issuance, submit a construction parking management plan, which shall outline the number of construction workers by phase, phase duration, where parking will be located for each phase. Construction parking, material storage, equipment, or other construction-related uses are not allowed within the City right of way without prior approval from the City Engineer. [COA][ENGINEERING] 83. Lane Closures - Traffic control for lane closures shall conform to the Work Area Traffic Control Handbook. Street closures require submission of traffic control plans and approval in advance. [SDR][ENGINEERING] 84. Public Parking During Construction – Temporary parking meter permits shall be issued prior to removing any public parking spaces from public use during construction. An application fee of $30.00, together with the parking meter fees applicable for the expected duration of the temporary parking meter permit ($2.00-$8.00 daily per space depending on location) shall be paid in advance prior to issuance of the permit. Main Street Dog Agility Park During Construction – The applicant shall provide sufficient barriers and protections during construction to allow the continued use of the Main Street Dog Agility Park. If construction activity generates noise, dust, or otherwise inhibits the ability for the public to continue to use the park in a similar capacity as pre-construction, the applicant shall provide an option to temporarily relocate the dog park, for review and approval by the City. Should this be needed, the temporary relocated dog park shall serve the same neighborhood and be similar in size, access, and facilities as the Main Street Dog Agility Park. The applicant would be responsible to provide, at the applicant’s expense, barriers with appropriate gates, dog bag stations, and drinking fountain(s). The applicant would also be required to provide a preservation and replacement plan, cataloging and preserving existing features, including trees, structures, and signage, and to restore the dog park to the City’s satisfaction and at the applicant’s expense. Impacts to Local Businesses – Street Closure Coordination - Prior to the closure of any traffic lanes, sidewalks, or streets within and/or surrounding the project, the applicant shall coordinate with the businesses within 200’ of the project to determine potential project impacts due to said closure(s). Additional considerations will need to be made based on the ongoing operations of the businesses and said considerations must be shown on the proposed traffic control plan. All traffic control plans require approval by the City prior to implementation. [COA][ENGINEERING] 87. Winterizing - If construction is not complete by the start of the wet season (October 1 through April 30), implement a winterization program to minimize the potential for erosion and sedimentation. As appropriate to the site and status of construction, winterization requirements shall include inspecting/maintaining/cleaning all soil erosion and sedimentation controls prior to, during, and immediately after each storm event; stabilizing disturbed soils through temporary or permanent seeding, mulching, matting, tarping or other physical means; rocking unpaved vehicle access to limit dispersion of much onto public right-of-way; and covering/tarping stored construction materials, fuels, and other chemicals.
