The project would include a new public sidewalk, open space, <br />and a mid-block crossing along Twin Dolphin Drive that would provide <br />additional public access through dedicated easements. <br /> <br />e. The reasons submitted for the granting of any exceptions applied for <br />comply with requirements for findings described in Section 30.69, and <br />the tentative map is deemed not workable without the granting of such <br />exceptions. <br />No exceptions to the Subdivision Ordinance are requested. <br /> <br />f. Such other findings of conflict with written public policy or with the <br />public interest as the Planning Commission may determine. <br />The proposed project does not conflict with any written public policy or with <br />the public interest. The proposed Tentative Map and land use is compatible <br />with the objectives, policies, and general land uses, specified in the City’s <br />General Plan as described in the staff report. The project would provide <br />additional benefits to the public interest including a new public sidewalk, <br />open space, and a mid-block crossing along Twin Dolphin Drive, trail <br />widening and regrading, and three publically accessible parking spaces at <br />the trail entry. <br /> <br />g. In addition, the following finding is required by Government Code <br />Section 66473.5: The proposed subdivision, together with the <br />provisions for its design and improvement, is consistent with the <br />General Plan. <br />The proposed Tentative Map and land use is compatible with the objectives, <br />policies, general land uses, and programs specified in the City’s General <br />Plan as described in the staff report. While the state law also references <br />specific plans, there is no specific plan that applies to the project site. <br /> <br />Section 6. FAR Bonus: The Planning Commission finds that approval of an FAR <br />Bonus to allow a 0.2 FAR bonus and up to a total of 1.0 FAR is consistent with the CP <br />zoning district and that the proposed project offers sufficient improvements consistent <br />with the required conditions and in relationship to the scale of the FAR bonus <br />requested: <br />a. Provide publicly-accessible pedestrian and bicycle pathways along <br />the water's edge, and connect to existing and planned networks. <br />Although the property is not located directly along a water’s edge, the site <br />is adjacent to the Belmont Creek trail and would create connections to the <br />Redwood Shores Lagoon, a pond that provides a variety of recreational <br />opportunities for residents such as boating, windsurfing, fishing, and <br />swimming. The project would introduce a mid-block bicycle and pedestrian <br />crossing that would connect existing walking paths around the Redwood <br />Shores Lagoon north of the project site to the Belmont Creek trail west of <br />the project site. The project would eliminate a right turn lane on Twin Dolphin <br />Drive and replace it with a driveway and connect a new sidewalk with the <br />Belmont Creek trail. The site also contains an open plaza and pedestrian <br />paseo that, although not dedicated through an easement, would add open <br />space to improve the surrounding pedestrian experience. <br />
