[COA][PLANNING] 5. Trail Design –Trail shall be composed of decomposed granite with eight (8) foot trail widths, unless otherwise approved by Planning Division. The Project shall not install above grade public and private utilities and mechanical equipment, such as backflow preventers, electrical cabinets, etc. between the Trail and Belmont Creek. The Trail shall improvements shall extend to the length indicated on the Access Improvement Plan dated February 25, 2021 submitted to the City. [COA][PLANNING] 6. Trail Public Parking – Provide three (3) vehicular parking spaces dedicated to trail visitor parking with a public access easement. Creek Jurisdictional Agencies – If any portion of the proposed work is within the jurisdictional boundaries of the US Army Corp of Engineers, CA Fish and Wildlife, or CA Regional Water Quality Control Board, the applicant shall contact the appropriate agencies to obtain all necessary Encroachment Permits prior to starting work. [SDR][ENGINEERING] Fees The following fees must be paid in full prior to issuance of the building permit unless otherwise described below. 8. Transportation Impact Fee - Pay a Traffic Impact Fee for the net new trips resulting from the proposed project, estimated at $356,705. [SDR] [ENGINEERING] 9. School Impact Fee – For new commercial or industrial construction, pay a School Impact Fee to the Sequoia Union High School District. Water and Sewer Fees – Pay applicable water, recycled water, and wastewater-related fees as outlined on the City’s website. [SDR][ENGINEERING] 11. Art in Public Places Fee – Pay Commercial projects over 50,000 square feet or more may make a contribution to the Art in Public Places Fund in-lieu of placing art on their project site. The in-lieu fee must be equal to 1% of the construction valuation, or the difference between 1% of the construction valuation and the value of the art provided on-site [COA][PARKS] 12. Notice of Fees Protest – The applicant may protest any fees, dedications, reservations, or other exactions imposed by the City as part of the approval or as a condition of approval of this development. Per California Government Code Section 66020, this 90-day protest period has begun as of the date of the approval of this application. Water-Efficient Landscaping – Provide a landscaping and irrigation plan conforming to the California Water-Efficient Landscape Ordinance (AB 1881), including an automatic irrigation system (drip, micro-spray, or bubblers) with a rain sensor, and show these measures on the building permit plans.
