Planned Development Permit PD2019-007: The Planning Commission <br />finds that, among other reasons, approval of a Planned Development Permit is appropriate <br />for the proposed Project, as follows: <br /> <br />a. Permit Finding. Decisions regarding a Planned Development Permit shall <br />be based upon the purpose statement in this section. The design and construction <br />quality contained in all aspects of the development plan is expected to exceed the <br />quality standards typically required for new developments located in similar zoning <br />districts. <br /> <br />A Planned Development Permit is required to establish a condominium map. No <br />deviations are being requested. The project would be required to form a <br />homeowners association (HOA) and develop covenants, conditions and restrictions <br />(CC&Rs) that would ensure ongoing maintenance of shared common space. The <br />Project will provide an environment of physical and functional desirability, in <br />harmony with the character of the surrounding neighborhood as the project is <br />designed with sufficient setbacks, provides adequate open space and on-site <br />circulation for the intended use and is compatible with the adjacent land uses. <br /> <br />Section 4. Condominium Permit UP2019-003: The Planning Commission finds <br />that: <br />a. Permit Finding. Pursuant to Municipal Code Chapter 30 (Subdivisions) <br /> <br />Article XI (Condominiums) the project requires approval of a Condominium Permit. <br />Section 30.130 states: “While condominium and community apartment projects <br />present benefits in the nature of increased amenities, opportunities for dwelling <br />ownership and leisure time, the special nature of such projects creates conditions <br />that may result in neglect, deterioration and lack of maintenance, causing a <br />negative impact upon the public health, safety, welfare and economic prosperity of <br />the City and its citizens. Because of the unique nature of the problems created by <br />condominium and community apartment projects, it is the express intent of the City <br />to treat such projects differently from other types of multiple-family dwellings and to <br />establish rules and standards therefor, regulating the construction of, and <br />conversion to, condominium projects and community apartment projects in the <br />City.” <br /> <br />The Project as proposed complies with the requirements of Article XI of the <br />Subdivision Ordinance because, among other reasons, the project proposes meter <br />and control valves, noise and energy insulation as required and the project is <br />consistent with the zoning and general plan designation for the site. <br /> <br />Section 5. Tentative Map TM2018-010: The project requires approval of a <br />Tentative Map per the Subdivision Ordinance. In the exercise of its independent <br />judgement, the Commission finds that, among other reasons: <br />a. The map, design, or improvements of the proposed subdivision are <br />consistent with the general or specific plans, the zoning ordinance, or <br />subdivision improvement requirements. <br /> <br />The proposed subdivision and associated improvements are consistent with <br />Redwood City’s General Plan, Municipal Code, Zoning Ordinance, and all <br />applicable subdivision improvement requirements, in that the project meets the <br />requirements for lot design, utilities, and improvements to the right-way.
