ATTY/RESO.0020/PC RESO GRANTING APPROVAL OF PERMITS FOR 150 CHARTER <br />REV: 04-29-2021 PR <br />Page 2 of 20 <br />materials in the City's file for the applications and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City's General Plan, <br />Zoning Ordinance, Municipal Code, other applicable City laws and regulations, and all <br />associated approved and certified environmental documents, have together served as an <br />adequate and appropriate evidentiary basis for the findings and actions set forth in this <br />resolution. <br />Section 2. CEQA: The Planning Commission finds that the Project is exempt from <br />CEQA pursuant to CEQA Guidelines Class 32 – Infill Development Projects, as further <br />explained in the CEQA Memorandum, because: <br />a. The project is consistent with the applicable general plan designation and <br />zoning regulations, as set forth in the staff report and its attachments; and <br />b. The proposed development occurs within city limits on a project site of no more <br />than five acres substantially surrounded by urban uses, in that the project <br />nearby uses include the Woodside Central Shopping Center to the east, <br />railroad tracks to the north, a storage facility and a church to the north ; and <br />c. The project site has no value as habitat for endangered species, in that the <br />project site is located in in a highly urbanized area, and is completely paved ; <br />and <br />d. Approval of the project would not result in significant effects related to traffic, <br />noise, air quality, or water quality, because the project is located in a transit <br />priority area and exempt from additional CEQA transportation analysis, and the <br />conditions of approval, or other existing regulations, would address concerns <br />related to air quality, noise, or water quality; and <br />e. The site can be adequately served by all required utilities and public services. <br /> <br />In addition, none of the exceptions under CEQA Guidelines section 15300.2 apply <br />specifically; <br /> <br />1) As a stand-alone project, there is no cumulative impact of successive projects <br />of the same type in the same place, over time, <br />2) There is no reasonable possibility that the activity will have a significant effect <br />on the environment due to unusual circumstances because no unusual <br />circumstances exist on the project site or surrounding area, as described in the <br />staff report, <br />3) There is no potential for an impact to scenic resources within a highway <br />officially designated as a state scenic highway because there is not a <br />designated highway in the vicinity of the Project, <br />4) The Project is not included on any list compiled pursuant to Section 65962.5 of <br />the Government Code because site remediation has been complete and Case <br />Closure Letter issued by San Mateo County on March 6, 2012, and <br />5) There will be no substantial adverse change in the significance of a historical <br />resource because the site does not contain any historic resources. <br /> <br />Pursuant to CEQA Guidelines Section 15091(e), the documents and other materials that <br />constitute the record of proceedings upon which the City Council has based its decision <br />are located in and may be obtained from, the Office of the City Clerk at 1017 Middlefield <br />Road, Redwood City California. The City Clerk is the custodian of records for all matters <br />before the City. <br /> <br /> <br />
