Architectural Permit AP2018-085 (Section 45.4): The Commission <br />finds that, among other reasons: <br /> <br />a. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance. <br /> <br />The building is designed in a contemporary style and utilizes articulated <br />elevations, varied roof heights, and a mix of materials to break-up the massing, <br />height, and scale. The building base utilizes different materials, front entry <br />frames, and landscaping, as well as a clearly defined entryway. The building <br />contains numerous and well-proportioned windows, openings, and glazing. The <br />massing would utilize material transitions, recesses and bump outs for <br />architectural interest and to break up the massing. <br /> <br />b. The size and design of the structure shall be considered for the purpose <br />of determining that the structure is in proportion to its building site and <br />that it has a balance and unity among its external features so as to present <br />a harmonious appearance. <br /> <br />The site is located in an area zoned as a Mixed Use corridor. The proposed <br />project meets the maximum 50’-0” height limit, and the required setbacks. The <br />building is well designed with a consistent architectural style throughout each <br />elevation, including well-proportioned and consistent design that creates a <br />balanced and harmonious appearance. <br /> <br />c. The extent to which the structure conforms to the general character of <br />other structures in the vicinity insofar as the character can be ascertained <br />and is found to be architecturally desirable. <br />The project site is located in a Mixed Use Corridor. The multi-family residential <br />project is compatible and would complement surrounding urban commercial <br />uses and other adjacent residential uses. In addition, the building’s <br />contemporary style with quality exterior materials conforms to the urban <br />environment of the area. <br /> <br />d. The extent to which excessive ornamentation is to be used and the extent <br />to which temporary and second-hand materials, or materials which are <br />imitative of other materials, are to be used. <br /> <br />The project does not utilize excessive decorative ornamentation and utilizes <br />high quality exterior materials including: colored metal panels, cement plaster, <br />horizontal fiber cement lap siding, and aluminum windows. The materials are <br />not temporary, second-hand or imitative. <br /> <br />e. The extent to which natural features, including trees, shrubs, creeks, and <br />rocks, and the natural grade of the site are to be retained. <br /> <br />The project site is flat, does not contain any natural features, and is already <br />developed with a grocery store. The proposed project would enhance the <br />appearance of the site with new landscaping, street trees, and bio-retention <br />planters. <br /> <br />f. The accessibility of off-street parking areas and the relation of parking <br />areas with respect to traffic on adjacent streets.
