The reservation of landscaping areas for the purposes of separating or <br />screening service and storage areas from the street and adjoining <br />building sites, breaking up large expanses of paved areas, separating or <br />screening parking lots from the street and adjoining building sites, and <br />separating building areas from paved areas to provide access from <br />buildings to open space areas. <br /> <br />The site is currently developed with a grocery store and surface parking and <br />does not contain open space or landscaping. The proposed project includes <br />adequate landscaping between the building and the street and access to open <br />space areas. The open space is on the parking podium and incorporated into <br />the building design. <br /> <br />h. The provision of permeable areas and drainage design appropriate to <br />capture and treat stormwater runoff prior to its discharge from the site <br />including, but not limited to, the use of vegetated swales, landscape <br />features, permeable pavement materials, infiltration basins or engineered <br />designs. <br /> <br />The project provides adequate landscaping and permeable areas as well as <br />green infrastructure to improve stormwater filtration and reduce runoff. <br /> <br />Section 7. Affordable Housing Plan (Sections 29.7(C)): The Planning Commission finds <br />that, among other reasons: <br /> <br />a. The proposed affordable units comply with the applicable standards in <br />this Article including, without limitation, the requirement that the <br />affordable units be made available for occupancy concurrently with the <br />market-rate units. <br /> <br />The proposed affordable units would comply with the required standards <br />including providing a comparable quality of construction to onsite market- <br />rate units, making the units available for occupancy at the same time as <br />market-rate units, and ensuring the continued affordability of the units. The <br />affordable units would provide compatible exterior and interior finishes, and <br />amenities as market rate units. This includes the same access to common <br />open space, parking, storage, fitness center, and other onsite facilities. The <br />number of bedrooms and distribution of units within the development would <br />also be comparable to the market-rate units. The affordable units would be <br />available to qualifying moderate level income households and remain <br />affordable units for a duration of 30 years. <br /> <br />b. The affordable units will mitigate the impact of the project on the need <br />for affordable housing if the units are being provided under the <br />Affordable Housing Impact Fee program. <br /> <br />The proposed affordable units mitigate the projects impact on the need for <br />affordable housing by providing fifteen percent (15%) of the units at the <br />moderate income level onsite, or eleven (11) units as specified in Section
