<br />The SEIR was prepared to meet all applicable CEQA requirements necessary to support
<br />these actions by the City Council and the responsible agencies.
<br />IV. Transit District DTPP Amendments and Environmental Review
<br />A. Record of Proceedings and Custodian of Record
<br />For purposes of CEQA and these Findings, the record of proceedings consists of the
<br />following documents and testimony, at a minimum:
<br /> The SEIR, which consists of the Redwood City Transit District DTPP Amendments Draft
<br />Subsequent Environmental Impact Report (State Clearinghouse No. 2021080554), dated
<br />May 6, 2022 and published and circulated for public review and comment by the City from
<br />May 6, 2022, through June 21, 2022 (the DSEIR), and the Redwood City Transit District DTPP
<br />Amendments Final Subsequent Environmental Impact Report, published and made available
<br />for public review on October 14, 2022 (the FSEIR), and all appendices, reports, documents,
<br />studies, memoranda, maps, testimony, and other materials related thereto;
<br /> All public notices issued by the City in connection with the Project and the preparation of the
<br />DSEIR and the FSEIR, including but not limited to public notices for all public workshops and
<br />scoping sessions held to seek public comments and input on the Project;
<br /> All written and oral communications submitted by agencies or interested members of the
<br />general public during and immediately after the public review periods for the DSEIR and
<br />FSEIR, including oral communications made at public hearings or meetings held for the
<br />Project;
<br /> All minutes, testimony, statements, comments and other materials memorializing, describing
<br />or relating to workshops, meetings, scoping sessions, and hearings conducted by the City
<br />Council, the Planning Commission, the City’s Transportation Advisory Committee, the City’s
<br />Architectural Advisory Committee, and all other departments of the City relating to the City’s
<br />review and consideration of the Project;
<br /> All other public reports, studies, documents, memoranda, maps, or other materials reviewed
<br />and/or considered by the City in connection with its review and consideration of the proposed
<br />Project, the DSEIR, the FSEIR, and the MMRP, whether prepared by the City, its consultants,
<br />or by third parties;
<br /> All matters of common knowledge to the members of the City’s Planning Commission and
<br />City Council, including but not limited to: (i) the City’s 2010 General Plan, zoning ordinance,
<br />and other applicable policies and ordinances; (ii) information regarding the City’s fiscal status
