Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 6 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />been required, or incorporated into, the Project which avoid or lessen all of the Project’s potentially <br />significant environmental effects to less-than-significant levels, except for Impact AQ-2 relating to <br />increases in criteria air pollutants; Impact C-AQ-1, related to contribution to regional cumulative <br />air quality impacts; Impact CC-1 related to generation of greenhouse gas emissions; Impact CC-2 <br />related to conflicts with plans, policies or regulations adopted for the purpose of reducing <br />greenhouse gas emissions; and Impact C-CC-1 regarding contribution to cumulative greenhouse <br />gas emissions and conflicts with plans, policies or regulations adopted for the purpose of reducing <br />greenhouse gas emissions, each of which would remain significant and unavoidable even after <br />implementing all feasible mitigation measures. By these Findings, the City Council ratifies and <br />adopts the SEIR’s conclusions for all of the following potential environmental impacts, based on <br />the analyses on the referenced pages of the DSEIR. <br />A. Findings Regarding Less than Significant Impacts <br />The following potential environmental impacts of the Transit District DTPP Amendments <br />were determined to be less than significant and to not require any mitigation measures, as set forth <br />in Chapters 4 through 17 of the DSEIR, as incorporated into the FSEIR. The City Council concurs <br />with the conclusions in the DSEIR, as incorporated into the FSEIR, and makes the following <br />findings with respect to such less than significant impacts. <br />4. Land Use and Planning <br />Impact LU-1: Implementation of the proposed Transit District DTPP Amendments would <br />not physically divide an established community. <br />Implementation of the proposed Transit District DTPP Amendments would not include <br />physical barriers or obstacles to circulation that would restrict existing patterns of movement <br />between the Transit District area and the surrounding neighborhoods. In addition, the proposed <br />Transit District DTPP Amendments would include features designed to encourage and promote <br />public access, improve vehicular, bicycle and pedestrian circulation, where limited access exists <br />today, and encourage alternative modes of transportation besides automobile. The proposed Transit <br />District DTPP Amendments would increase connectivity in and around Downtown and would <br />reinforce existing land use patterns by allowing for infill development in the DTPP. The proposed <br />Transit District DTPP Amendments would not physically divide an established community, and <br />impacts from the proposed Transit District DTPP Amendments would generally be beneficial, <br />which would be the same as the DTPP Final EIR and would not result in new or more severe <br />impacts than those identified in the Final EIR. Therefore, this impact would be less than significant. <br />(Draft SEIR, pp. 4-11 to 4-12.) <br />Impact LU-2: Implementation of the proposed Transit District DTPP Amendments would <br />not cause a significant environmental impact due to a conflict with any land use plan, policy, <br />or regulation adopted for the purpose of avoiding or mitigating an environmental effect. <br />The proposed Transit District DTPP Amendments would not conflict with Plan Bay Area <br />2050 because the Amendments would allow for a new hub of office, residential and retail uses <br />adjacent to the Redwood City Transit Center; the compact growth pursuant to the plan would occur
