Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 14 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />Impact TR-4: Implementation of the proposed Transit District DTPP Amendments would <br />not result in inadequate emergency access. <br />Any roadway extensions would need to comply with the Street Design Criteria included in <br />the City’s Engineering Standards, as well as relevant sections from RWCmoves, which include <br />design specifications that consider emergency vehicle access requirements. All new street segments <br />would be designed in accordance with City policies and provide adequate emergency vehicle access <br />and would not impede emergency vehicle access to the Transit District area and surrounding area <br />by emergency vehicles. The Fire Department and other relevant City departments would review <br />the final design and on-site circulation, once completed, to ensure that there is adequate emergency <br />access. Overall, the proposed roadway extensions and new streets provide for a grid network that <br />has adequate emergency vehicle access throughout the Transit District area. The streets proposed <br />to be removed/closed are generally short (fewer than 400 feet) and would still allow for emergency <br />vehicle access to individual buildings. The proposed Transit District DTPP Amendments would <br />not result in new or more severe impacts related to emergency access than the impact identified in <br />the DTPP Final EIR. Therefore, the impact would be less than significant. (Draft SEIR, pp. 9-28 to <br />9-29.) <br />10. Utilities and Infrastructure, Hydrology and Water Quality <br />Impact UT-3: Implementation of the proposed Transit District DTPP Amendments would <br />not result in a determination by the wastewater treatment provider which serves or may serve <br />the project that it has inadequate capacity to serve the project’s projected demand in addition <br />to the provider’s existing commitments. <br />Development within the Transit District area would result in an increase in population and <br />thus an increased demand for wastewater treatment. The Transit District area would generate <br />approximately 0.34 MGD, representing approximately 2 percent of the 15 to17 MGD excess <br />average daily capacity of the Silicon Valley Clean Water (SVCW) treatment plant. Therefore, the <br />proposed Transit District DTPP Amendments’ estimated wastewater generation would be <br />adequately served by the SVCW wastewater treatment plant. Additionally, development within <br />the Transit District area would be required to comply with the CALGreen Code, which requires <br />that new construction use high-efficiency plumbing fixtures, which would minimize the wastewater <br />generated by the proposed Transit District DTPP Amendments. Consequently, the proposed Transit <br />District DTPP Amendments would not result in wastewater treatment capacity issues and would <br />not result in new or more severe impacts than impacts identified in the DTPP Final EIR. Therefore, <br />this impact would be less than significant. (Draft SEIR, pp. 10-33 to 10-34.) <br />Impact UT-4: Implementation of the proposed Transit District DTPP Amendments would <br />not generate solid waste in excess of State or local standards, or in excess of the capacity of <br />local infrastructure, or otherwise impair the attainment of solid waste reduction goals. <br />Project construction is not expected to generate substantial amounts of solid waste during <br />construction relative to the remaining capacity of the Ox Mountain Landfill. Projects developed <br />within the Transit District area would be required to comply with existing solid waste reduction <br />requirements, including applicable federal, State and local solid waste statutes and regulations
