Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 23 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />17. Cumulative Impacts <br />Impact C-LU-1: The proposed Transit District DTPP Amendments, in combination with <br />past, present, existing, approved, pending, and reasonably foreseeable future projects would <br />not result in cumulative impacts on land use and planning. <br />The proposed Transit District DTPP Amendments, in conjunction with other cumulative <br />development within the vicinity, would not divide an established community and the proposed <br />Transit District DTPP Amendments would not result in any increase in the physical barrier that <br />results from the existing Caltrain tracks, while cumulative development, particularly if it were to <br />include grade separation of the Caltrain tracks, would decrease the existing physical barrier in <br />Downtown Redwood City. In addition, the proposed Transit District DTPP Amendments, together <br />with related cumulative projects, would include high-density residential, commercial, and transit- <br />oriented development concentrated in a Transit Priority Area that would implement the transit- <br />oriented development policies and would not conflict with plans adopted for the purpose of <br />avoiding or mitigating an environmental effect. There would be no new or more severe cumulative <br />impact than the impact identified in the DTPP Final EIR. The cumulative impact would be less <br />than significant. (Draft SEIR, pp. 17-5 to 17-7.) <br />Impact C-PH-1: Implementation of the proposed Transit District DTPP Amendments, in <br />combination with past, present, existing, approved, pending, and reasonably foreseeable <br />future projects, would have a less than significant cumulative impact on population and <br />housing. <br />The proposed Transit District DTPP Amendments would not induce population growth <br />beyond that already planned, and would not directly displace housing or necessitate the <br />construction of replacement housing outside of the proposed Transit District because the Transit <br />District area does not currently contain any dwelling units or office space; thus, no direct <br />displacement would occur. Therefore, the proposed Transit District DTPP Amendments would not <br />result in new or more severe cumulative impacts related to growth inducement or displacement of <br />housing and people than the impacts identified in the DTPP Final EIR. The cumulative impact <br />would be less than significant. (Draft SEIR, pp. 17-8 to 17-9.) <br />Impact C-AE-1: Implementation of the proposed Transit District DTPP Amendments, in <br />combination with past, present, existing, approved, pending, and reasonably foreseeable <br />future projects, would not result in a significant impact related to aesthetics, light, glare, or <br />shadow. <br />Development of cumulative transportation projects (e.g., Peninsula Corridor Electrification <br />Project, relocation and expansion of the Caltrain station, and potential future Caltrain grade <br />separation) would not change maximum allowable building heights or introduce tall or bulky <br />features that would obstruct scenic vistas from public vantage points, conflict with regulations <br />governing scenic quality, or combine with the proposed Transit District DTPP Amendments to <br />result in light and glare, or shadow impacts. In addition, the proposed Transit District DTPP <br />Amendments would contribute to a “mounding” of buildings concentrated near the center of <br />Downtown which would be seen as beneficial, and therefore would not result in significant
