Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 28 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />mitigation measures, the cumulative impacts from implementation of the proposed Transit District <br />DTPP Amendments would not result in new or more severe cumulative impacts than the impacts <br />identified in the DTPP Final EIR. Cumulative impacts would therefore be less than significant. <br />(Draft SEIR, pp. 17-28 to 17-29.) <br />Impact C-BIO-1: The proposed Transit District DTPP Amendments, in combination with <br />past, present, existing, approved, pending, and reasonably foreseeable future projects would <br />result in less-than-significant cumulative impacts related to biological resources. <br />Anticipated cumulative development would not have the potential to cause a substantial adverse <br />change in significant biological resources due to the low existing habitat values within the DTPP <br />area, including the Transit District area. The proposed Transit District Amendments would not <br />result in new or more severe cumulative impacts on biological resources than the impact identified <br />in the DTPP Final EIR. Cumulative impacts would therefore be less than significant. No mitigation <br />is required. (Draft SEIR, p. 17-29.) <br />Impact C-GEO-1: The proposed Transit District DTPP Amendments, in combination with <br />past, present, existing, approved, pending, and reasonably foreseeable future projects would <br />result in less-than-significant cumulative impacts related to geology and soils. <br />Other projects and developments being implemented in the area (either past, present, or <br />future) would—or have already—complied with similar mitigation measures as the ones proposed <br />as part of the proposed Transit District Amendments, and comply with the same existing laws and <br />regulations that future developments allowed under the proposed Transit District Amendments will <br />comply with. Therefore, the proposed Transit District Amendments would not result in new or <br />more severe cumulative impacts related to geology and soils than the impacts identified in the <br />DTPP Final EIR. Cumulative impacts from implementation of the proposed Transit District <br />Amendments would be less than significant. (Draft SEIR, pp. 17-29 to 17-30.) <br />B. Findings Regarding Potentially Significant Impacts <br />The following potential environmental impacts of the Transit District DTPP Amendments <br />were determined to be potentially significant and to require mitigation measures to avoid their <br />effects or to reduce their severity, as set forth in Chapter 7, Chapters 10 through 13, and Chapters <br />15 through 17 of the DSEIR, as incorporated into the FSEIR. The City Council concurs with the <br />conclusions in the DSEIR, as incorporated into the FSEIR, and makes the following findings with <br />respect to such potentially significant impacts. <br />7. Cultural and Historic Resources and Tribal Cultural Resources <br />Impact CR-1: Implementation of the proposed Transit District DTPP Amendments would <br />not cause a substantial adverse change in the significance of a historical resource pursuant to <br />Section 15064.5. <br />Mitigation Measures. SEIR Mitigation Measures CR-1 and NO-3 (FSEIR, pp. 7-18 to 7- <br />19) will be implemented for the Project as provided in the MMRP.
