Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 29 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />Findings Regarding Impact CR-1: Based on the FSEIR and the entire record before the <br />City, the Council finds that incorporating the requirements of Mitigation Measures CR-1 <br />and NO-3 into the Project would substantially lessen the severity of Impact CR-1, such that <br />this impact would be less than significant. Mitigation Measure CR-1 would require each <br />discretionary development project that is adjacent to a historic resource to be reviewed by <br />a qualified architect or architectural historian to identify site and architectural design <br />modifications to avoid a “substantial adverse change” in the significance of the adjacent <br />historic resource and protect its continued eligibility for listing on the California Register, <br />required as conditions of project approval. Mitigation Measure NO-3 would impose <br />conditions of approval that require the Project Applicant to ensure that ground-borne <br />vibration abatement measures are implemented by the construction contractor to reduce <br />ground-borne vibration levels generated by future site-specific demolition and construction <br />activities that would be experienced at adjacent historic resources. <br />Impact CR-2: Implementation of the proposed Transit District DTPP Amendments would <br />not cause a substantial adverse change in the significance of an archaeological resource <br />pursuant to Section 15064.5. <br />Mitigation Measures. SEIR Mitigation Measure CR-2 (FSEIR, pp. 7-19 to 7-20) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact CR-2: Based on the FSEIR and the entire record before the <br />City, the Council finds that Mitigation Measure CR-2 would substantially lessen the <br />severity of Impact CR-2, such that this potential impact would be less than significant. <br />Mitigation Measure CR-2 requires that i) prior to issuance of grading permits with the <br />Transit District area construction crews would be trained regarding possible presence of <br />cultural resources and laws and procedures for protecting cultural resources, ii) that work <br />will be stopped if archaeological resources are discovered on the project site, iii) a qualified <br />archaeologist be retained to evaluate the significance of cultural resources, and iv) <br />appropriate steps be taken to avoid, protect and preserve such resources as described in <br />Mitigation Measure CR-2. <br />Impact CR-4: Implementation of the proposed Transit District DTPP Amendments would <br />not cause a substantial adverse change in the significance of a tribal cultural resource, defined <br />in PRC Section 21074 as either a site, feature, place, cultural landscape that is geographically <br />defined in terms of the size and scope of the landscape, sacred place, or object with cultural <br />value to a California Native American tribe. <br />Mitigation Measures.
