Findings and Statements Required by the California Environmental Quality Act <br />Redwood City Transit District DTPP Amendments 37 ESA / 202100421.00 <br />Subsequent Environmental Impact Report October 2022 <br />provide to the City detailed procedures for the avoidance or preservation or these resources, <br />or for complete data recovery concerning these resources. <br />17. Cumulative Impacts <br />Impact C-UT-1: Implementation of the proposed Transit District DTPP Amendments, in <br />combination with past, present, existing, approved, pending, and reasonably foreseeable <br />future projects in the vicinity and Citywide, would not contribute considerably to cumulative <br />impacts on utilities and service systems. <br />Mitigation Measures. SEIR Mitigation Measures UT-1 and UT-2 (FSEIR, p. 17-18) will <br />be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact C-UT-1: Based on the FSEIR and the entire record before <br />the City, the Council finds that Mitigation Measures UT-1 and UT-2 would substantially <br />lessen the severity of Impact C-UT-1, such that this potential impact would be less than <br />significant. Under Mitigation Measure UT-1, development projects in the Transit District <br />area shall pay a fair-share contribution towards the cost of providing emergency water <br />storage for all proposed uses to fund the design and construction of such storage for <br />Downtown, which would also apply to cumulative development. Implementation of this <br />mitigation measure would ensure un-interruption of water supply in case of a potential <br />drought or disaster-caused emergency. In addition, implementation of Mitigation Measure <br />UT-2 requires all development in the Transit District area recycled water infrastructure to <br />each project’s location, and this measure would also be applicable to cumulative <br />development projects. <br />Impact C-AQ-1: Adoption of the proposed Transit District DTPP Amendments would result <br />in a cumulatively considerable contribution to the regional cumulative air quality impacts. <br />Mitigation Measures. SEIR Mitigation Measure AQ-2b (FSEIR, p. 17-24) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact C-AQ-1: Based on the FSEIR and the entire record before <br />the City, the Council finds that Mitigation Measure AQ-2b would substantially lessen the <br />severity of Impact C-AQ-1. Mitigation Measure AQ-2b requires that for projects that <br />exceed BAAQMD screening levels, a project-level criteria air pollutant assessment of <br />construction and operational emissions shall be prepared at the time the project is proposed; <br />and if the analysis finds that the project could result in criteria air pollutant emissions that <br />exceed BAAQMD significance thresholds, the project applicant emission reduction <br />measures shall be implemented to the degree necessary to reduce the impact to less than <br />the significance thresholds. However, as explained under Impact AQ-2, even with <br />implementation of Mitigation Measure AQ-2b, it cannot be stated with certainty that <br />criteria air pollutant impacts associated with all subsequent development projects would be <br />reduced to less-than-significant levels. As such, criteria pollutant emissions from <br />construction and operation of subsequent projects in the Transit District area would be <br />significant and unavoidable, on a cumulative basis and would be a new impact not
