Mitigation Monitoring and Reporting Program <br /> <br />Redwood City Transit District DTPP Amendments 4-3 ESA / 202100421.00 <br />Final EIR October 2022 <br />TABLE 4-1 <br /> TRANSIT DISTRICT DTPP AMENDMENTS MITIGATION MONITORING AND REPORTING PROGRAM <br />MITIGATION MEASURES <br />Monitoring Program <br />Implementation <br />Responsibility <br />Monitoring and <br />Reporting Action <br />Monitoring <br />Responsibility <br />Monitoring <br />Schedule <br />Cultural Resources <br />Mitigation Measure CR-1 (formerly Mitigation Measure 7-4 from the DTPP Final <br />EIR with clarifying amendments): The Project Applicant for each subsequent <br />development project that requires a discretionary approval and that is adjacent to a <br />historic resource shall engage a qualified architect or architectural historian <br />approved by the City and meeting the Secretary of the Interior’s Professional <br />Qualifications Standards (36 CFR part 61) and by the City’s Historic Resources <br />Advisory Committee to review the proposed development for its potential impacts on <br />the adjacent historic resource. Any site and architectural design modifications <br />identified through this review process as necessary to avoid a “substantial adverse <br />change” in the significance of the adjacent historic resource and protect its <br />continued eligibility for listing on the California Register, as determined by the City, <br />shall be required of the Project Applicant as conditions of project approval. <br />Project Applicant, <br />qualified architect or <br />architectural <br />historian, City <br />Historic Resources <br />Advisory Committee <br />1. Incorporate design <br />modifications to <br />void a “substantial <br />adverse change” <br />and include a <br />conditions of <br />project approval <br />City Prior to issuance of <br />building permit <br />Mitigation Measure NO-3 (formerly Mitigation Measure 11-3 from the DTPP Final <br />EIR with clarifying amendments) <br />See Mitigation <br />Measure NO-3 below <br />See Mitigation Measure <br />NO-3 below <br />See Mitigation <br />Measure NO-3 below <br />See Mitigation <br />Measure NO-3 below <br />Mitigation Measure CR-2 (formerly Mitigation Measure 7-1 from the DTPP Final <br />EIR, with clarifying amendments): Implementation of the following mitigation <br />measures would reduce the potential impacts of new development facilitated by the <br />proposed Transit District DTPP Amendments on undiscovered archeological <br />resources to a less-than-significant level: <br />a) In the event that any deposit of prehistoric or historic archaeological materials <br />is encountered during project construction activities, the construction contractor <br />shall ensure that all work within an appropriate buffer area around the <br />discovery, but not less than 50 feet, shall be stopped and a qualified <br />archaeologist meeting federal criteria under 36 CFR 61 shall be contacted to <br />assess the find(s) and make recommendations. The project applicant(s) shall <br />consult with appropriate Native American representatives in determining <br />treatment for prehistoric or Native American resources to ensure cultural <br />values ascribed to the resource, beyond those that are scientifically important, <br />are considered. <br />In the event prehistoric or historic archaeological materials cannot be avoided <br />by project activities, the City Community Development and Transportation <br />Department shall confirm that the project applicant has retained a qualified <br />archaeologist to evaluate the potential historic significance of the find(s). All <br />archaeological material unearthed by project construction activities shall be <br />evaluated by the qualified archaeologist. If the find(s) are determined to not be <br />a historical resource pursuant to CEQA Guidelines Section 15064.5(a) or a <br />unique archaeological resource pursuant to Public Resources Code Section <br />21083.2(g) by the qualified archaeologist, and was not identified as a tribal <br />City Community <br />Development and <br />Transportation <br />Department, City <br />Building Department, <br />qualified <br />archaeologist, <br />construction <br />contractor <br /> <br /> <br /> <br /> <br /> <br />1.
