Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 8 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />4.4 Cultural Resources and Tribal Cultural Resources <br />Impact CUL-1: The Project would not result in the physical demolition, destruction, <br />relocation, or alteration of historical resources that are listed in or may be eligible for listing <br />in the federal, state, or local registers of historical resources. <br />Findings Regarding Impact CUL-1: The Revised Project site or surrounding area contain <br />no recorded historical resources as defined by CEQA Section 15064.5, therefore, it would have no <br />impact on historical resources. Therefore, this impact would be less than significant. (DEIR, p. 4.4- <br />16; FEIR, p. 2-12.) <br /> 4.5 Geology and Soils <br />Impact GEO-1: The Project would not expose people or structures to seismic hazards such <br />as ground shaking and seismic-related ground failure such as liquefaction, differential <br />settlement, collapse, or lateral spreading. <br />Findings Regarding Impact GEO-1: The Revised Project site is located in a seismically <br />active region that contains a number of active faults, and in addition to adhering to the latest standards <br />of the California Building Code (CBC) for construction and applicable City ordinances and policies, <br />it would reduce potential impacts associated with ground shaking to less than significant levels. <br />The Revised Project will be supported on pile foundations pursuant with the geotechnical <br />study prepared for site, and therefore significant damage due to potential liquefaction would be <br />low, as would the potential for structural damage from differential compaction or settlement. In <br />addition, adherence to building code requirements and proven geotechnical design measures would <br />minimize the potential exposure to lateral spreading or collapse. Therefore, this impact would be <br />less than significant. (DEIR, p. 4.5-16; FEIR, p. 2-12.) <br />Impact GEO-2: The Project would not cause soil erosion or loss of topsoil during construction <br />and operation of the project. <br />Findings Regarding Impact GEO-2: All construction activities associated with the <br />Revised Project would be required to implement BMPs detailed in the Storm Water Pollution <br />Prevention Plan (SWPPP) as part of the Construction General Permit from the National Pollution <br />Discharge Elimination System (NPDES) program, which would generally prevent soil erosion and <br />loss of topsoil during construction. Therefore, this impact would be less than significant. (DEIR, p. <br />4.5-17; FEIR, p. 2-12.) <br />Impact GEO-3: The Project would not be located on a geologic unit or soil that is unstable, or <br />that would become unstable as a result of the project, and potentially result in on or off-site <br />landslide, lateral spreading, subsidence, liquefaction or collapse. <br />Findings Regarding Impact GEO-3: See Impact GEO-1 above the findings regarding the <br />Revised Project’s effects regarding liquefaction and differential settlement, liquefaction, lateral <br />spreading of the soils, and ongoing settlement. The Revised Project would adhere to final <br />engineering and design recommendations in the geotechnical investigation developed for the site <br />and in accordance with CBC requirements and any City building code amendments.
