Other major <br />developments are not anticipated to occur immediately adjacent to the Project site, and therefore <br />would not combine with the Project to result in cumulative impacts related to physical division of <br />an established community. The impact would be less than significant. (DEIR, p. 4.9-19; FEIR, p. <br />2-15.) <br />4.10 Noise <br />Impact NOI-2: Construction activities associated with the Project would not result in exposure <br />of persons to or generation of, excessive ground borne vibration or ground borne noise levels <br />in the Project vicinity above levels existing without the Project. <br />Findings Regarding Impact NOI-2: Vibration generated by Revised Project construction <br />equipment would attenuate to less than significant levels and would not be perceptible at the nearest <br />receptor, which is the Maple Street Correctional Center is located 100 feet from the Project site. The <br />nearest residences are more than 1,000 feet away from the site. Therefore, any temporary impacts of <br />groundborne noise and groundborne vibration from construction would attenuate within these <br />distances to less-than-significant levels. The impact would be less than significant. (DEIR, pp. 4.10- <br />12 to 4.10-11; FEIR, p. 2-16.) <br />Impact NOI-3: Operation of the Project would not create a substantial permanent increase in <br />noise levels in the Project vicinity in excess of standards established in the Redwood City Noise <br />Ordinance and Planning. <br />Findings Regarding Impact NOI-3: Noise from the operation of mechanical equipment <br />within Revised Project buildings would not carry to offsite receptors. This could include Project <br />equipment that would be housed within equipment wells located on building rooftops, occasional <br />testing of emergency generators, none of which would generate substantial permanent increase in <br />noise levels over ambient conditions. Therefore, the Project would not generate a substantial <br />permanent increase in operational noise that would exceed local standards. The Revised Project <br />would further reduce the impact as it would construct less development than considered in the <br />DEIR and thus further reduce groundbourne vibration during its operations. The impact would be <br />less than significant. (DEIR, p. 4.10-13; FEIR, p. 2-16.) <br />Impact NOI-4: Traffic generated by the Project would not substantially increase traffic noise <br />levels in the Project vicinity and adversely expose existing sensitive receptors. <br />Findings Regarding Impact NOI-4: The increase in traffic from the Existing to the Existing <br />plus Project scenario would increase peak hour noise levels by less than 5 dBA at all studied <br />roadway segments, except for along the segment of Blomquist Street east of Maple Street, where <br />roadside noise is projected to increase by 5.2 dBA. The Revised Project would generate fewer peak- <br />hour vehicle trips that (33 percent fewer AM trips and PM trips), which would result in lower <br />operational (traffic) noise compared to the Draft EIR.
